Google Ads management
Choose the right Google Ads support for your business
What a Google Ads agency in Toronto should do with your budget
Your advertising should win business you can serve profitably. A Google Ads agency in Toronto plans, builds and manages pay-per-click campaigns on Google Search, Maps, YouTube and partner sites, then measures which calls and forms become customers. Canada Create has managed Google Ads for Toronto businesses since 2008, is a BBB Accredited Business with an A+ rating and works from 126 Willowdale Ave. in Toronto. We bring campaign management, ad creative, landing page design and measurement together, so you can see what you are paying for and whether the enquiries are becoming customers.
Our Google Ads management covers six areas of work:
- Search campaigns: keywords, ads and bids for the services and areas you want to win.
- Performance Max, Shopping and video: for retailers, ecommerce brands and awareness goals.
- Local Services Ads: setup and lead review for eligible service businesses.
- Landing pages: pages that match the ad and make the enquiry easy.
- Conversion tracking: calls, forms and bookings recorded and tied to campaigns.
- Reporting: plain monthly reports on spend, enquiries and the next decision.

- Canada Create vs a typical agency

Whether you are launching your first account, replacing an agency or expanding into another market, the first question is the same: what would make this investment worthwhile for your business? We discuss your priority services, customer value, sales capacity and budget before recommending a scope. A busy dashboard means little if your team is spending its time on enquiries it cannot help.

Canada Create is a Toronto agency established in 2008, serving businesses across Canada. Our advertising and web teams work together, with a named strategist responsible for your account and monthly review. PPC agency in Toronto: what pay per click management covers
PPC stands for pay per click: you pay the platform when someone clicks your ad, not when the ad is shown. Google Ads is where most Canadian advertisers start, which is why most people use “PPC” and “Google Ads” for the same work, but pay per click advertising also runs on Microsoft Advertising, Amazon, Meta, LinkedIn and several other networks. As a PPC agency in Toronto, Canada Create plans, builds and manages those campaigns, and judges them on the calls, forms, bookings and sales they produce. Canada Create is a Google Partner.
A PPC company does five jobs for you, whatever the platform:
- Demand research: finds the searches and audiences that match the services you can deliver, in the areas you serve.
- Campaign build: structures campaigns, keywords, ads, assets and landing pages so each search meets a relevant message.
- Bidding and budget control: sets bid strategies and daily budgets that fit the value of a customer and the month’s spending limit.
- Measurement: records the enquiries and sales that came from each click, including phone calls and offline outcomes where your records allow.
- Ongoing management: reviews search terms, exclusions, creative and pacing every week, and explains the next decision in a monthly review.
Outsourced PPC management makes sense when nobody on your team has the hours to review an account every week, or when spend has grown faster than the reporting behind it. Some businesses keep an in-house marketer and use an agency for builds, audits and the technical measurement work; others hand over the whole account. Either way, the account stays in your business’s name.
Google Ads for the Toronto customers you can serve
A North York clinic, a downtown professional-services firm and a business serving several GTA locations have different commercial needs. Your campaign should reflect the customers you can help, the places you serve and the capacity you have to respond. Toronto is our starting point; your actual service area determines the scope.
We discuss neighbourhood coverage, branch responsibilities, appointment availability and language requirements with you. If you are expanding beyond your current area, the proposal identifies the additional campaign, creative and landing-page work. For businesses west of Toronto, see our Google Ads management in Mississauga.
The campaign types we manage
You do not need to buy every format to run a useful campaign. We recommend the Google Ads services that fit your offer, audience, available creative and budget, and explain the role each will play before it enters the scope. When Google is one channel among several, our advertising agency in Toronto page explains how search, social, video and display are planned and bought together. Retail and lead generation accounts that run Google’s goal-based campaign type can see our Performance Max management in Toronto.
Search with AI Max
Search campaigns help your business reach people looking for the products or services you offer. We manage the ads and account, including AI Max where appropriate, and evaluate performance against your agreed business goals. For existing advertisers, we also review account changes such as Google’s announced transition to AI Max and explain any implications for your campaign.
Performance Max
Performance Max can support a broader advertising program across Google’s channels. We assess whether it fits your sales goals and available assets, and include it when there is a clear commercial reason. Reporting keeps the focus on the outcomes that matter to your business.
Local Services Ads
For eligible businesses, Local Services Ads offer a pay-per-lead option. We check your category and service area, support verification and manage the agreed campaign. Availability differs by market; Google’s Canadian eligibility guidance is the reference for Canadian businesses.
Demand Gen and remarketing
Video and visual campaigns can help businesses with a longer buying cycle stay visible to potential customers. Remarketing is included only where the service and audience are eligible under Google’s personalized advertising restrictions. Creative requirements and production are agreed in your scope.
Whichever formats we recommend, you receive a defined campaign scope, an agreed media budget and a clear way to review performance. Measurement, landing pages and approvals are checked before a new campaign launches. Platform approval and performance remain subject to Google’s policies and the market.
Local Services Ads support for eligible trades and services
If Local Services Ads suit your business, we help you understand the costs, verification requirements and responsibility for responding to enquiries. Your team still needs to answer calls, assess fit and turn suitable enquiries into booked work. Eligibility for this advertising service does not establish an organic map ranking.

We can coordinate the campaign with Google Business Profile management when included in your engagement. We also monitor lead quality and available Google lead credits; Google decides which leads qualify for a credit.
Google has announced a transition that moves Local Services Ads into specialized Performance Max pay-per-lead campaigns, with Canadian accounts scheduled for 2027. We review your account notice before recommending any transition work.
Shopping, video and visual advertising
Shopping campaigns and Merchant Center
For retailers and ecommerce brands, we manage Shopping and Performance Max campaigns alongside the product information and creative required for the agreed program. The buying decision should account for product margins, stock availability and fulfilment capacity, as well as the sales reported by the advertising platform.

Shopping ads and the retail side of Performance Max draw on the product data in Google Merchant Center: titles, prices, availability, images, identifiers, shipping and return settings. Products with missing or disapproved data cannot show, and a title that hides the product type rarely matches the searches you want. We review the product data with the campaigns, check that prices and stock in the feed match your store, and agree which product data work is part of the scope.
Hotel, travel and automotive businesses may also have specialist advertising options. We check the format’s current availability and your business eligibility before including it. The proposal states whether product information, photography, video or website work is part of the engagement.

YouTube and video campaigns
For YouTube, Demand Gen and display advertising, we produce or adapt the agreed image and video assets and manage the campaigns. We distinguish awareness objectives from enquiries and sales, so the report reflects what the campaign was hired to achieve. Formats, lengths and video sizes are covered on our YouTube advertising in Toronto page.

Landing pages that support the enquiry
Advertising can bring a prospective customer to your website; the page must then help them decide whether your business is right for them. Canada Create’s Toronto web design team works alongside our ads team on the service message, mobile experience and enquiry journey.
Our Google Ads scope includes a landing page for each agreed campaign theme, with the exact pages and ongoing updates confirmed in writing. You approve the claims, offers and proof before publication. A wider website rebuild, ongoing maintenance or additional creative production is identified separately rather than assumed to be part of campaign management.
Canada Create is a Google Partner and a BBB Accredited Business with an A+ rating, and has been a Toronto agency since 2008. Our Google rating below is pulled live from our Business Profile, and our portfolio shows the work behind it.

Google Ads for your sector and buying cycle
The right enquiry means something different for a software company, a law firm and a local clinic. We agree what your business considers a suitable opportunity, who will follow up and what information is available to assess the outcome.
B2B, SaaS and AI companies
Your sales team needs enquiries from organizations that fit your product, contract value and buying process. We scope campaigns around the demo, consultation or quote requests you want, with reporting on later sales outcomes where your records support it. Explore our SaaS marketing services for the wider growth engagement.
If your team is evaluating advertising around competing software brands, our buyer’s guide to SaaS competitor-brand advertising covers the commercial questions to raise before commissioning that work.
Law firms
For a law firm, a relevant enquiry must fit the practice, jurisdiction and intake capacity. We bring advertising, service pages and reporting together around those priorities. The firm approves legal statements and advertising against its professional obligations before launch. See our lawyer PPC services.
Dental and health clinics
Clinic campaigns should support the services and appointment capacity you actually offer. We agree the campaign and booking-page scope with you and check platform eligibility, including Google’s restrictions on health-related personalized advertising. The clinic remains responsible for professional and privacy approvals. Explore dental Google Ads management.
Home services and trades
For trades, useful demand must fit your service area, job types and ability to respond. We manage Search and eligible Local Services Ads around the agreed business priorities, with attention to seasonal capacity and booked-work feedback. See our HVAC marketing and plumber marketing services.
Pay per click advertising platforms compared
Choosing a PPC platform starts with where your buyers are when they are ready to act. Search platforms catch people who are already looking; social and video platforms reach people before they search. Most Toronto businesses do best with one platform done properly before a second is added.
Google Ads
Search, Maps, YouTube, Shopping, Display and Performance Max in one account. It is the first choice for services people search for by name, such as a plumber, a lawyer, a dentist or an accountant, because the intent is already in the search. This page is our owner page for Google Ads management in Toronto, and Google Local Services Ads management in Toronto covers the pay per lead format for eligible trades and professionals.
Microsoft Advertising
Search ads on Bing, Yahoo, DuckDuckGo results powered by Bing, and Microsoft’s partner sites. The audience skews toward desktop and work computers, and clicks can cost less than on Google for the same search. See Microsoft Advertising in Toronto.
Meta (Facebook and Instagram)
Paid social on Facebook, Instagram, Messenger and the Audience Network, bought on cost per thousand impressions or optimized toward leads and purchases. It suits offers people buy on impulse or need to see before they search. See Meta ads management in Toronto and social media advertising in Toronto.
The B2B platform, with targeting by job title, seniority, company and industry. Clicks cost more than on most networks, so it earns its place when a single client is worth a lot. See LinkedIn advertising in Toronto.
YouTube
Video ads bought through Google Ads, from skippable in-stream ads to Shorts placements, useful for explaining a service and for remarketing to people who have already visited. See YouTube advertising in Toronto.
Amazon
Sponsored Products, Sponsored Brands and display on Amazon.ca, where the shopper is already on a product page. See Amazon advertising and PPC management in Toronto.
X, Reddit, Pinterest and Snapchat
Smaller networks that fit specific audiences: news and tech followers on X, interest communities on Reddit, planning and home or style searches on Pinterest, younger audiences on Snapchat. See X ads management in Toronto, Reddit ads, Pinterest ads and Snapchat ads.
ChatGPT ads
OpenAI now sells ads that appear below answers for logged-in adult users on ChatGPT’s Free and Go plans in Canada, bought through its Ads Manager. Category rules are stricter than on Google, so check eligibility first. See ChatGPT ads management in Toronto.
Advertising beyond Google search
Google is usually the first platform an advertiser funds, but some customers are easier to reach on Bing, on a marketplace or through several channels bought together.
Microsoft Advertising beside Google Ads
Some of the people who search for your services rarely open Google: they use Bing at work, on a Windows computer or in the Edge browser. Microsoft Advertising reaches them with search ads on Bing and partner sites, usually starting from an import of your existing Google Ads campaigns. The import is only the beginning, because settings, negative keywords and conversion tracking often need adjustment once they arrive. For Quebec and other bilingual markets, French and English campaigns run separately. Reporting places both platforms side by side so you can judge whether the extra search volume brings enquiries at a cost that suits your business.
Amazon and Shopify stores
Product sellers face a different question from service businesses: which channel should carry each product, and what is left after advertising and fulfilment costs. Amazon ads management covers Sponsored Products, Sponsored Brands, display and listing improvements on Amazon.ca, planned around inventory and the contribution each product leaves after fees. For brands that sell from their own store, Shopify advertising combines Google Shopping and Performance Max with Meta, TikTok or eligible Shop Campaigns, depending on product restrictions and the creative available. Reporting looks at orders and attribution limits together, so Amazon, Google and the store are not each claiming the same sale.
Media buying across several channels
When Google is one line in a larger budget, the harder decision is how much each channel should receive. Media buying plans and buys placements across Google, Meta, YouTube, TikTok, LinkedIn and programmatic display, then manages pacing every week. Each channel is judged by the enquiries, bookings and sales it produces, which means landing pages, creative sized for each placement and follow-up belong in the same plan. Media is bought in accounts the client owns, and brand safety checks keep ads away from placements a business would not want its name beside.
Calls, conversions and nonprofit grants
Three narrower services sit close to Google Ads management: campaigns built to make the phone ring, work on the pages ads send people to, and grant accounts for qualifying nonprofits.
Call campaigns and call tracking
For a towing company, a locksmith or a clinic that books by phone, a form is a slower path than a tap on a call button. Google Ads call campaigns are search campaigns with call assets, scheduled to the hours someone can actually answer, with call reporting that separates real enquiries from hang ups and wrong numbers. Google has retired the old call only ad format, so accounts still relying on it need to move to call assets. Reviewing which searches produced genuine calls, and how quickly staff picked up, often matters more than adding budget.
Conversion work on the pages ads reach
Paying for more clicks rarely helps if the page they land on leaves visitors unsure what to do next. Conversion rate optimization looks at how a site supports enquiries, bookings and sales: whether the offer is clear, whether forms ask for too much, how the page behaves on a phone and whether tracking records what happens after a visit. You receive a set of recommended improvements in order of priority, followed by approved design or development changes and testing where traffic allows. Sometimes the finding is that the problem sits in follow-up or targeting rather than the page, and the scope changes to match.
Google Ad Grants for nonprofits
Qualifying Canadian nonprofits can receive in-kind search advertising through Google’s grant program, but an approved account still needs relevant campaigns and suitable landing pages to stay active and useful. Google Ad Grant management covers checking eligibility, preparing the website, building campaigns that follow the program’s rules and managing the account each month. The aim is action from donors, volunteers and people who use the organization’s programs, reported in terms a board and staff can follow. Approval and continued participation are decided by Google, so the work focuses on keeping the account within the rules and spending on searches that serve the mission.
Know which enquiries become customers
Call, form and booking measurement is part of the agreed setup, with eligible CRM reporting where your systems and data permissions support it. This gives you a more useful view of the advertising than clicks alone. We distinguish an enquiry from a qualified opportunity and a completed sale wherever the available records allow.
You decide which customer information may be used and provide the required permissions and privacy approvals. We identify measurement gaps and reporting limits, so you are not asked to treat incomplete data as proof of return.
What we send back to Google: revenue signals, not clicks
Google’s bidding learns from the conversions it is told about. If the only signal is a form submission, it finds more people who fill in forms, including the ones who never buy. Where your records and permissions allow, we send outcomes back to Google Ads so bidding can learn which clicks became customers:
- Qualified leads: enquiries your team marked as a fit, imported from your CRM as offline conversions.
- Call outcomes: calls long enough to be real conversations, and calls your team confirmed as bookings, so a quick hang up does not count like a booked job.
- Lead and sale values: a value for each qualified lead or closed sale, so value based bidding can favour the searches that bring better customers.
With those signals in place, strategies such as Target CPA, Target ROAS and Maximize conversion value aim at revenue rather than clicks. To set a realistic target, work out your break-even ROAS and target CPA with our ROAS calculator. Enhanced conversions for leads can improve how Google matches an outcome to the original click, using hashed first party details where your privacy notice and consent allow. Health details and other sensitive information stay out of every upload. For the detail, see connecting Google Ads to the leads and sales in your CRM, which Google Ads bidding strategy fits your goal and marketing attribution models.
The account decisions behind a Google Ads campaign that works
Most of the difference between a campaign that pays and one that leaks money is a set of small decisions made every week. These are the ones we review on every account we manage, with a longer guide for each if you want to check the reasoning.
Keyword match types
Exact match narrows meaning but is not a fixed list of searches; phrase match adds detail; broad match finds related demand once measurement and bidding are ready for it. The right mix depends on how narrow your service is and how much reliable conversion data the account has. Our guide on choosing Google Ads keyword match types works through three common situations.
Search terms and negative keywords
The search terms report shows what people actually typed. We read each search as a question someone is asking, keep comparison and booking searches, and exclude job seekers, training courses and services you do not offer at the narrowest sensible level. See finding better searches in your Google Ads search terms report and what to exclude with negative keywords.
Bidding strategy
Maximize conversions, Target CPA, value based bidding and manual CPC each buy something different, and they only work when the conversion being counted is the one you care about. We choose the strategy from the economics of a customer and the quality of the signal, not from a default. See which Google Ads bidding strategy fits your goal.
Location targeting
Google’s “Presence or interest” setting can show ads to people who only searched about Toronto from somewhere else. For most local services we start with “Presence”, then decide on cities, a radius or postal codes from where you can actually serve. See Google Ads location targeting.
Ad schedule and staffed hours
Ads that run when nobody can answer the phone often cost the same and convert worse. We set schedules from the hours your team can respond, keep call asset hours separate and check the account time zone before entering hours. See when your Google Ads should run.
Budget pacing
Google can spend up to twice the average daily budget on a busy day while keeping the month within its limit. We check pacing against the monthly figure you approved, so a mid-month edit does not produce a surprise. See will your Google Ads budget last the month.
Testing before rolling out
A bid strategy or landing page change can be tested as a Google Ads experiment on part of the traffic before it touches the whole account. See how to test a Google Ads change before you roll it out.
Leads, sales and the CRM
A form fill is not a customer. Where your records allow, we send qualified leads and closed sales back to Google Ads as offline conversions, so bidding learns from outcomes rather than enquiries. See connecting Google Ads to the leads and sales in your CRM and why Google Ads leads can be poor quality.
Disapproved ads and policy
A disapproval has a stated reason, and the fix depends on whether it is editorial, a destination problem or a regulated claim. We correct the cause and request review rather than rewording blindly. See how to fix disapproved Google Ads.
Invalid clicks and click fraud
Google filters many invalid clicks before you are billed and can credit others after an investigation, which you can request within 60 days. Our own account taught us to log the click ID and IP address of every paid visit, so a report to Google rests on evidence. See what we learned when most of our own clicks were not real customers.
Account audits and rebuilds
Before changing anything on an account we take over, we check conversion goals, budgets, bidding, targeting and the customer’s path to an enquiry, in that order. See how to audit a Google Ads account.
Most accounts can be repaired in place, which keeps their history. A rebuild makes sense when the campaign structure no longer matches the services you sell, when conversion goals have counted the wrong actions for months, or when several old campaigns compete for the same searches. We explain the reason before recommending one, and the rebuilt campaigns stay in the same account, in your business’s name.
Ongoing management with a clear owner
Your named strategist oversees weekly campaign review and improvement, with a monthly report and review call. The purpose is to keep the account aligned with your current offer, lead quality and agreed spending priorities. You can ask what changed, why it changed and what decision is needed next.
Support for more than one location
When several offices or service areas share an advertising budget, you need to know where enquiries are going and who is responsible for them. We agree the locations, offers, enquiry destinations and reporting needs in the scope. New branches and markets are reviewed as additions to the program, with any fee or deliverable changes confirmed in writing.
When it is time to review your Google Ads account
- Spend is rising but suitable enquiries are not. You need an assessment of the account and the wider enquiry journey before committing more budget.
- Reports stop at clicks or form fills. You want to understand lead quality and customer outcomes using the information your team can provide.
- The ads and website tell different stories. Your offer, availability and next step need to be clear to a prospective customer.
- Nobody owns the follow-through. You want one strategist coordinating the campaign, landing-page work and reporting.
- You cannot see what you are paying for. Media spend, management fees and additional work should be identifiable.
- You are changing agencies. Your existing account, access and reporting need an orderly handover.
Who our Google Ads management suits, and who it does not
We work with small and midsize companies and with larger teams that want a second pair of hands on paid search. The fit depends less on size than on a few practical conditions.
A good fit when:
- You sell a service or product people search for, in places you can serve.
- Someone can answer calls and follow up on enquiries during the hours ads run.
- You are willing to share which enquiries became customers, so the account is judged on sales.
- You have a website, or room in the scope for landing pages, that can turn a click into an enquiry.
- You want one named strategist and a monthly review, not only a dashboard.
Not a good fit when:
- You need a fixed number of leads or a set cost per lead promised before launch.
- Nobody can respond to enquiries while the ads are running.
- The offer, service area or customer you want is not yet decided.
- You want ads run from an account that is not in your business’s name.
- The product or claim is one Google’s advertising policies do not allow.
A budget tied to your commercial goals
We discuss what a customer is worth to your business, the time it takes to close a sale and the capacity you have to fulfil new work. Your proposed media budget is considered alongside management, setup and other agreed costs. A low cost per enquiry is only useful when those enquiries are relevant and your team can convert them into worthwhile business.
The recommendation identifies the goals, spending assumptions and review period. We use the observed results to discuss whether to continue, adjust or expand the program. No agency can promise a fixed cost per lead, a specific number of customers or a profitable outcome.
Ad creative that represents your business
We write and develop the ads and assets in your agreed scope, using the services, credentials, offers and evidence you approve. The creative should give a prospective customer a clear reason to consider your business and an accurate expectation of what happens after they enquire.
AI may assist research and drafting, with human review, editorial judgement and applied expertise. Our team presents the work for your approval before publication. You remain responsible for the accuracy, rights and regulatory suitability of the final content; agency review is not legal or regulatory advice.
Account ownership and transparency
Your business keeps its Google Ads account. We work through authorized access to your existing account or set up a new account in your name where the platform allows. Google bills your media spend directly, and our management fee is separate. Platform access, retained history and audience portability remain subject to Google’s rules.
Custom work we create for you belongs to you. Third-party licences and pre-existing tools keep their own terms.

Search is changing, and PPC has to change with it
Google now places AI Overviews and AI Mode answers above many results, and ads can appear in and around those answers. AI Max for Search campaigns widens the searches an ad can match and can adapt headlines and landing pages from your site. Both reward the same basics: clear offers on the landing page, accurate business information and conversion data that reflects real customers. We review which AI features to switch on for each campaign and keep a record of what changed, so performance can be compared before and after.
AI assistants also change how people research before they click. If buyers are asking ChatGPT, Gemini or Perplexity which company to call, paid search alone will not put you in that answer; AI search optimization in Toronto covers that side, and ChatGPT ads management covers the new paid placements inside ChatGPT.
Google Ads and SEO in one business plan
If Canada Create also manages your SEO services, the teams can work from the same service priorities and lead-quality feedback. We keep the paid advertising scope and results visible, so you can judge its contribution alongside your other marketing activity.
What to expect when we start
We first discuss your goals and review the existing account, or the requirements for a new one. You then receive a written proposal covering deliverables, setup and management fees, media budget and schedule. Launch timing depends on access, measurement, landing pages, platform checks and your approvals.
Your team provides accurate business information, approved offers and assets, account access and timely feedback. It also handles enquiries and shares the sales outcomes available for reporting. We manage the agreed advertising work and explain the decisions in your regular reviews.
What the first ninety days should look like
Month one is setup: tracking confirmed, the account structured around your services and areas, negative keyword lists built, and the first ads and landing pages live. Month two is learning: search terms cleaned weekly, bids and budgets adjusted, and the first landing page changes made. By month three you should be able to see whether cost per enquiry is settling toward a number your business can work with, and the agency should be able to show which searches, ads and pages produce customers and which do not. If after ninety days nobody can show you that, ask for a written explanation.

Know what a lead is worth before you talk to any agency
An agency cannot judge whether an account is working unless you both agree on what a result is and what it is worth. Before the first call, work out the enquiry types that matter (calls, booked appointments, quote requests, online orders), roughly how many of each become customers, and what an average customer is worth over a year. With those three numbers you can tell any agency what a lead can cost, and you can judge every report against it. Agencies that ask for these numbers in the first meeting manage to results rather than to clicks.

What to ask a Google Ads agency to show you
A live account for a business like yours
Ask for an anonymized view of a live account in a comparable industry: the campaign structure, the search terms report, the conversion tracking and the last three months of results. Numbers on a slide can be anything; a real account view shows how the agency actually works. Check whether the search terms report is clean, because wasted spend on irrelevant searches is a common fault in badly managed accounts.
The conversion tracking they set up
Ask how calls, forms, bookings and chats are tracked, whether the tracking is checked after website changes, and whether it feeds back into Google’s bidding. An agency that cannot explain its tracking in plain words is optimizing blind.
The landing pages they recommend
Ads are only half the system. Ask whether the agency builds or improves landing pages, how it decides where each ad should land, and how it tests changes. Sending paid traffic to a generic home page is a sign that the agency manages the account and not the result.

Ask for one. It should show spend, enquiries by type, cost per enquiry, the searches that produced them, what was changed in the account and what will change next. A report that leads with impressions and clicks is designed to look busy.

Questions to ask any PPC agency
Put the same questions to every agency you are considering, including us, and compare the answers side by side:
- Whose name is the Google Ads account in, and who holds admin access?
- Which actions count as conversions, and how are calls and offline sales measured?
- Who manages the account each week, and will that person join the monthly review?
- How are the media budget and the management fee shown, and is media ever marked up?
- Which landing pages are included, and who writes and approves them?
- How often do you read the search terms report, and how do you decide what to exclude?
- What will the monthly report show beyond clicks and impressions?
- Can I check your Google Partner status and reviews myself?
- How do you handle local targeting: neighbourhoods, the suburbs we can serve, people only interested in the area, and the hours we answer the phone?
- What will you refuse to run, and how do you keep ads in regulated fields such as health, legal, finance and real estate within the regulator’s rules?
- Can we speak to a current client who has worked with you for a year?
How to compare Google Ads companies in Toronto
Look for a clear fit with your business, a defined scope and evidence you can assess. Ask who will manage the work, what reporting you receive, which landing pages and creative are included, and how the total cost is separated. Put the proposals side by side and score the same lines: understanding of your lead value, tracking and measurement, campaign structure, landing page plan, the people on the account, reporting and ownership. Google’s advertiser guide to working with third parties is a useful independent reference.
With Canada Create, you can discuss advertising and website needs with the same team, review our live client feedback and receive a written scope before work starts. Our current BBB profile confirms accreditation and an A+ rating. These are ways to assess the agency; your campaign’s results must be evaluated on their own evidence.
Warning signs when you compare Google Ads agencies
- Results promised before discovery. Nobody can promise leads at a price before seeing your market, your site and your tracking.
- No search terms review. If nobody can tell you which actual searches triggered your ads last month, money is being wasted.
- Everything on automated settings. Automation is useful with good data and weak with poor data. Ask what the agency controls by hand and why.
- Silence on landing pages and tracking. If the proposal is only about ads, the results will be too.

What Google Ads management costs in Toronto and what changes the fee
Your quote separates account setup or rebuild work, recurring management and the media budget. Management fees are agreed case by case according to media spend and the written scope. You pay Google directly for advertising, with no agency markup on media. Fees are in Canadian dollars unless stated otherwise, plus applicable taxes.
The proposal identifies the campaign formats, locations, landing pages, creative, measurement and reporting included. Additional production, software licences, a larger website project or work outside that scope is identified separately. Read our guide to Google Ads costs for the buying questions to consider.

Google Ads and PPC in Toronto: questions before you hire
PPC and Google Ads basics
What does PPC stand for?
PPC stands for pay per click. You pay the advertising platform each time someone clicks your ad, rather than paying for the ad to be shown. Google Ads, Microsoft Advertising and Amazon all sell search ads this way, and most social platforms offer click-based buying too. Google Ads is the PPC platform most Canadian businesses start with, which is why the two terms are often used for the same work.
How does Google Ads work?
When someone searches, Google runs an auction among the ads eligible for that search. It ranks them by bid, expected click rate, ad relevance, landing page experience and the assets you supply, then charges the winner when the ad is clicked. Good ads on relevant pages can win better positions without the highest bid. Google sums up expected click rate, ad relevance and landing page experience as a Quality Score from 1 to 10 for each keyword. The score is a diagnostic and does not enter the auction itself, but a low one shows which of the three needs work.
Is PPC better than SEO?
They do different jobs. PPC buys visibility now and stops when spending stops; SEO builds visibility that lasts but takes months. Many Toronto businesses use Google Ads to bring enquiries while SEO grows, then rebalance. See SEO vs PPC and our SEO services in Toronto.
Hiring a Google Ads agency in Toronto
What work does a Google Ads agency do on an account?
It sets up and tests enquiry measurement, then manages Search with AI Max, Performance Max, Local Services Ads, Demand Gen and remarketing where they fit. Ads and landing pages are written to match the offer, search terms and exclusions are reviewed every week, and results are reported against agreed goals.
What should I compare between Toronto Google Ads agencies before hiring one?
Compare who manages the account day to day, how management fees and media spend are separated, whether your business owns the ad account and how reporting connects clicks to real enquiries. Ask to see how they would set up conversion tracking and which landing pages they would build before launch.
Is it worth hiring a Google Ads agency?
It is worth it when the agency's work produces more profitable customers than you would get running the account yourself, after its fee. That usually happens when nobody in-house has the hours to review the account weekly, or when tracking, landing pages and bidding need specialist work. Ask for an audit first to see what would change.
Is Canada Create a Google Partner?
Yes. Canada Create is a Google Partner. Partner status reflects Google's requirements for account performance, spend and certified staff; it is a sign of experience with the platform, not a promise about any individual campaign's results.
What is a Google Ads manager account (MCC)?
A manager account, often called an MCC, lets an agency or an in-house team see and manage several Google Ads accounts from one sign in. Your own account stays separate, opened in your business's name where Google permits, with its own billing, history and data, and you pay Google directly for the media. To give an agency access, it sends a link request from its manager account using your 10 digit customer ID, and you accept it under Admin, then Access and security, then Managers. Keep at least one admin from your own business on the account, and ask any agency to link to your account rather than build your campaigns inside its own.
How do I contact a Google Ads agency near me in Toronto?
Our Toronto Google Ads team handles enquiries from advertisers anywhere in Canada. Call (416) 273-9030, Monday to Friday, 9 am to 6 pm, and Saturday, 10 am to 2 pm, or use the form on this page. We reply within one business day.
Can a Toronto agency manage Google Ads for a business elsewhere in Canada?
Yes, since campaigns are run online and the important knowledge is your service area and your customers. Ask any agency how it handles location targeting outside its own city, and keep the account in your business's name. Location targeting should follow the places where you can actually deliver the work.
Costs and budgets
What does a Toronto Google Ads agency charge for management?
Management fees are agreed case by case according to your media spend and the campaign scope, and setup or account rebuilds are quoted separately. Landing pages, creative and measurement work are listed in the proposal. Canada Create quotes every fee in writing after a free consultation.
How much do PPC ads cost?
You set the budget, and the cost of each click comes from the auction for your searches and area. Clicks in competitive Toronto categories such as legal, home repair and finance cost far more than in quiet niches, and prices rise as more advertisers and automated bidding compete for the same searches. Google bills your own payment method when costs reach your payment threshold or 30 days after the last charge, and charges continue while any campaign is enabled, so pause every campaign you no longer want. Our guide to Google Ads costs explains how to plan a budget.
Is $500 a month enough for Google Ads?
For a narrow local service with modest click prices, a monthly budget at that level can produce a few enquiries and useful data. In expensive categories it may buy too few clicks to judge anything. Work back from what a customer is worth, your closing rate and how many enquiries you need to win one, then divide the budget by your typical cost per click to see how many visits it buys. A small budget works best on one service, one area and exact searches until it produces enquiries. Spread across many services and cities, it buys too few clicks anywhere to learn from.
Campaign types and platforms
What is Performance Max?
Performance Max is a Google Ads campaign type that uses one budget across Search, Shopping, YouTube, Display, Discover, Gmail and Maps, with Google's automation choosing placements. It works best with good conversion data and strong assets, and needs exclusions and reporting checks so spend does not drift to weak placements. Each Performance Max campaign needs enough conversions to learn, so a modest budget usually suits fewer campaigns, split only where products or services need a different return target, budget or set of assets.
Can I run ads on Google Maps?
Yes. Search and Performance Max campaigns with location assets can show promoted pins and ads in Google Maps results, and Local Services Ads can appear there for eligible categories. A complete Google Business Profile linked to your ads account is the starting point.
