Paid social
Social media advertising agency
A social media advertising agency measured by leads and sales
Canada Create™ is a social media advertising agency for businesses across Canada and the United States. We plan, build and manage paid social media advertising on Facebook, Instagram, TikTok, LinkedIn and YouTube, and we judge every campaign by the enquiries, bookings and sales it produces. Likes, reach and follower counts are easy to buy and easy to report, and they say very little about whether the money you put into ads came back.
Since 2008 we have helped owners, marketing managers and sales teams turn ad spend into conversations with real buyers. The work covers strategy, audience research, creative, landing pages, conversion tracking, campaign management and a plain monthly report. Your ad accounts stay in your name, your budget is paid directly to the platforms. If you want to talk it through, call our 24/7 toll-free line at +1 (800) 808-9235 or ask for a written plan. We will get a proposal to you in one business day.

People who search for an agency often ask the same question on forums: which agencies deliver real growth rather than vanity metrics? It is the right question. This page explains how we answer it: which platforms we use and when, what the management includes, how creative and targeting are handled, how results are tracked, what the rules are in Canada, what the work costs and how to choose a partner, whether that partner is us or someone else.
Paid social media advertising and organic content: how they fit
Paid social media advertising puts a specific offer in front of a chosen audience and sends those people somewhere to act: a lead form, a booking page, a product page or a call. It can start producing enquiries within days of launch, you control how much is spent, and it stops the moment the budget stops. That predictability is why most businesses that want measurable growth from social platforms start with ads.

Organic content, the posts you publish on your own profiles, plays a supporting role. When someone sees your ad, they often tap through to your profile before they enquire. A profile that looks active and genuine reassures them; an empty one raises doubts. Posts that perform well on their own also make good test material for ads. We keep this page focused on paid campaigns. For ongoing posting, community management and content calendars, see our social media management services.

Facebook and Instagram ads management
Facebook and Instagram are run from one system, Meta Ads Manager, and for most businesses they are the first place paid social budget should go. Between them they reach a very broad share of Canadian adults, they offer detailed location and interest targeting, and they include lead forms, messaging ads, catalogue ads for online stores and strong retargeting of people who have already visited your website.

As a Meta ads agency, our job is to make those tools work for your sales process rather than for the platform. That starts with the campaign objective. Meta optimizes toward whatever you tell it to find. Ask for clicks and it finds people who click; ask for leads and it finds people who fill in forms; ask for purchases or qualified leads, with the right conversion data flowing back, and it finds people who buy. Choosing the right objective and feeding the system accurate conversion signals is the single most important decision in Facebook and Instagram ads management.

Campaign structure that lets the algorithm learn
Meta’s delivery system needs enough results per ad set to learn who converts. Splitting a modest budget across dozens of tiny audiences starves it of data. We build simpler structures: a prospecting campaign that finds new buyers, a retargeting campaign for people who engaged or visited, and, where the budget allows, a testing campaign where new creative and offers are proven before they are moved into the main campaigns.
Placements and formats
Ads can run in the Facebook feed, Instagram feed, Stories, Reels, Messenger, Marketplace and the Audience Network. Each placement looks different and suits different creative. Vertical video for Stories and Reels, square or portrait images for feeds, carousels for showing several products or steps, and instant experiences for richer mobile stories. We produce the right sizes for each placement so your ads never appear awkwardly cropped.

Lead forms or landing pages
Instant lead forms inside Facebook and Instagram make it very easy to enquire, which usually means more leads and lower quality. Landing pages ask a little more effort, which usually means fewer leads and better ones. We choose based on how your team follows up. If you can call a new lead within minutes, forms can work very well, especially with a qualifying question or two. If leads are passed around for days, a landing page that filters out casual interest is often the better choice. Where it makes sense, we test both and compare cost per qualified lead rather than cost per form.
TikTok and LinkedIn ads
TikTok and LinkedIn sit at opposite ends of paid social. One is fast, casual and built on short entertaining video; the other is professional, slower and built on job titles and company data. Both can be valuable, and both are easy to waste money on when they are treated like Facebook.

TikTok ads
TikTok reaches audiences who discover products and places through short vertical video, and it rewards ads that look like TikTok content: a real person talking to the camera, a quick demonstration, a before and after, a reaction. Polished commercials tend to be scrolled past. We plan TikTok creative in short batches, test several hooks for the first seconds of each video, and refresh often because creative wears out faster here than on most platforms.

TikTok suits consumer brands, restaurants and hospitality, beauty and wellness, events, entertainment, ecommerce and recruitment for younger workers. It is usually a weaker fit for complex B2B sales or services bought mainly by older decision-makers. We install the TikTok pixel and events API connection so conversions are counted properly, and we use TikTok’s own lead forms or landing pages depending on the offer.

LinkedIn ads
LinkedIn is the most precise place to reach business buyers. Campaigns can target by job title, function, seniority, industry, company size, and even by uploaded lists of named companies for account-based campaigns. Clicks cost more here than on other social platforms, so LinkedIn earns its place when a single customer is worth a lot: professional services, B2B software and technology, commercial services, manufacturing suppliers, education and executive recruitment.
The formats that tend to work are sponsored content in the feed, document ads that share a useful guide in exchange for contact details, conversation ads for invitations, and lead gen forms that pre-fill from the member’s profile. Because B2B decisions take months and involve several people, we measure LinkedIn by meetings booked and opportunities created, and we connect those outcomes back to campaigns wherever your CRM allows.
YouTube, Spotify and other paid placements
YouTube advertising is bought through Google Ads rather than a social ads manager, but it behaves like social video: people watch, skip or act. It reaches people who are researching purchases, and it pairs well with search campaigns because viewers often search for the brand later. Where your plan includes search, we coordinate YouTube with our Google Ads management so the same audiences and conversion data serve both.

Spotify audio and video ads reach listeners during music and podcasts and suit brand awareness campaigns, events and consumer launches. Pinterest can bring steady traffic from people planning home, wedding, fashion and food purchases. Snapchat and Reddit have their own audiences and ad tools. We recommend these only when your customers are clearly there and your main campaigns are already working.

What our paid social management includes
Every engagement is scoped in writing before work starts. These pieces are part of every paid social program.
Strategy and offer
The action you need, the audience, the offer, the platforms and the starting budget, agreed in writing before anything launches.
Account and tracking set-up
Business Manager, ad accounts, pixels and server-side conversion events, so a click, a lead and a sale are counted separately.
Creative and copy
Images, short video and ad copy built around the offer and the questions buyers ask, with landing pages that match the ad.
Management and reporting
Weekly optimization of audiences, creative and budget, with a monthly report and call focused on cost per lead and cost per sale.
Measurement comes first. Before a campaign spends meaningful budget, we test that each conversion fires once, in the right place, with the right value. When a campaign stops paying for itself, budget moves to one that does, and we tell you why.

Some agencies bundle many services under one social package: email marketing, content writing, branding, web design and search. Canada Create™ offers several of those as separate services, and we connect them where you use more than one. This page covers the paid social work itself, so you can see exactly what you are buying.
Ad creative that earns the click
On social platforms, creative does much of the targeting. The delivery system shows each ad to the people most likely to respond, so a clear, specific ad effectively finds its own audience. That makes creative the biggest lever in most accounts, and the one many agencies spend the least time on.

Ads that work tend to share a few traits. They say something specific in the first second or first line. They show real people, real products and real places rather than stock images. They speak to one buyer’s situation instead of listing every service. They make the next step obvious. And they look like they belong in the feed. We write several angles for each campaign, such as a problem angle, an offer angle, a proof angle and a question angle, and let spend flow to the ideas buyers respond to.

Short vertical video now carries most reach across Reels, Stories, TikTok and YouTube Shorts. Our video production team can plan a shoot that supplies weeks of ad creative, or we can coach your team to capture clips on a phone while we handle editing, captions and sizing. Winning ads are refreshed before audiences tire of them; on busy platforms that can happen within weeks.
Creators and influencers can also supply ad creative. With the creator’s written permission, their content can run from your ad account or as partnership ads, which often feels more trustworthy than brand-made video. We agree usage rights, disclosure and payment in writing before anything runs.
Audiences, targeting and retargeting
Targeting on social platforms has changed. Privacy updates on phones and browsers reduced the data platforms can see, and the platforms responded by leaning on broad audiences and their own machine learning. In many accounts, a broad audience with strong creative and accurate conversion data now outperforms narrow interest stacks. We still use detailed targeting where it clearly helps, for example with LinkedIn job titles or a tight service radius, and we test rather than assume.
First-party data matters more than ever. With consent, your customer lists can build lookalike or similar audiences and exclude people who have already bought. Website visitors, video viewers, lead form openers and profile engagers can all be retargeted with a different message, such as a reminder, a testimonial or an answer to a common objection. Retargeting budgets are usually small, and they often produce some of the lowest cost enquiries in an account.
Location targeting is set carefully. A clinic may want a radius around its door; an online store may want all of Canada; a service business may want only the regions its crews cover. We also check the setting that decides whether the platform targets people who live in an area or anyone who has recently been there, because the default can waste budget on travellers.
Tracking, reporting and follow-up
Platforms tend to claim credit generously. We set up measurement so you can check their numbers against your own. That means the Meta pixel with the Conversions API, the TikTok pixel with its events API, the LinkedIn Insight Tag, Google Analytics 4 and properly labelled links on every ad. Consent settings are configured so tracking respects your visitors’ choices.
Leads should not sit in a platform inbox. We route form submissions to your email and, where you use it, to CS+, the CRM Canada Create™ uses to manage leads and follow-up. When lead status comes back from your sales process, campaigns can be judged on booked appointments and closed sales rather than raw form fills, and in some cases that data can be sent back to the platform to improve delivery.
Each month you receive a plain report: spend, results and cost per result by campaign, what we tested and learned, which creative is winning, and the plan for next month. It is followed by a call where you can ask anything. You also keep full access to your ad accounts, so nothing in the report is hidden from you.
Special ad categories, Quebec and Canadian advertising rules
Social ads in Canada follow the same rules as any other advertising. Claims must be accurate and supportable under the Competition Act, advertised prices should include mandatory fees, and environmental claims need evidence. Influencer and partner posts must clearly disclose paid or gifted relationships. Commercial emails and texts sent to people who enquire through an ad need consent under Canada’s anti-spam legislation.
The platforms add their own policies. Meta treats ads about housing, employment and credit as special ad categories, and similar rules exist on other platforms. In those categories, some targeting options, such as narrow age ranges, gender and small location radiuses, are limited or unavailable, and certain detailed interests cannot be used. Real estate, recruitment, lending and financial services advertisers need campaigns planned around these limits from the start, otherwise ads are rejected or accounts are restricted. Ads about social issues, elections or politics require separate authorization.
If you advertise to people in Quebec, the province’s French language rules apply to commercial advertising, and ads and landing pages generally need to be available in French. We flag this during planning and build campaigns so French versions can run alongside English ones, using French copy you supply or approve. Regulated professions, health products, alcohol and cannabis have further rules. We plan within them, and for legal questions about your specific claims we recommend you check with your own adviser.
How to choose a social media advertising agency
Ranked lists of the best social media agencies are everywhere, and most are directories where placement is paid for or based on self-submitted information. The best agency for you is the one that fits your sales process, budget and platforms. A few questions sort most options quickly.
- Who owns the ad accounts? They should be in your business name, with the agency added as a partner.
- How is success measured? Look for cost per lead, cost per sale and lead quality, not reach and impressions alone.
- Who makes the creative? Ask how often new ads are produced and tested.
- Is ad spend marked up? Management fees and ad budgets should be separate and visible.
- Who will you speak to? Ask whether the person managing your account joins the monthly call.
Some owners ask about the big media holding groups, often listed as WPP, Omnicom, Publicis Groupe, Interpublic, Dentsu and Havas, a list that has shrunk with consolidation. They buy media for very large national brands. Small and mid-sized businesses usually get more attention and more flexibility from an independent agency where the people who plan the campaign also run it.
Is hiring an agency worth it? It usually is when your time is better spent running the business, when previous self-managed ads were inconsistent, or when you need creative, tracking and campaign skills you do not have in-house. It may not be when your budget is too small to test properly or your team cannot follow up leads quickly. We will tell you which applies during the strategy call.
Mistakes that waste social ad budgets
We see the same problems in many accounts we review. Boosting random posts instead of running campaigns with a clear objective. Optimizing for clicks or engagement when the business needs leads. Splitting small budgets across too many audiences. Running the same ads for months until results collapse. Sending paid traffic to a home page that does not match the ad. Leaving lead forms unanswered for days. Ignoring special ad category rules until the account is restricted. And the most expensive one: no reliable tracking, so nobody knows which ads produce customers. Each of these is fixable once it is identified, and most can be fixed in the first month.
Ownership, access and security
Your pages, ad accounts, pixels and audiences belong to your business. We work through partner access in Meta Business Manager and the equivalent tools on TikTok, LinkedIn and Google, never by taking over your personal login. At the start of each engagement we review who has access so former staff and previous agencies can be removed, and we ask that two-factor authentication is on for every admin. If you ever stop working with us, you remove our access and keep everything, including audiences, ad history and creative. Hacked business accounts are one of the most disruptive problems on social platforms, and good access hygiene prevents most of them.
The first 90 days
We start with a free review of your ad accounts, past campaigns, tracking, landing pages and profiles. In the first weeks we agree the plan, fix or build tracking, set up or clean up accounts, produce the first round of creative and launch with controlled budgets. The first month is about learning: which audiences, offers and ads produce enquiries at an acceptable cost and quality. In the second and third months we refine, add retargeting, test new creative and move budget toward what works. By the end of the quarter you can see cost per enquiry and, where your data allows, cost per customer, and decide how much to invest with confidence.
What social media advertising costs
There are three separate costs, and a good agency keeps them apart. Set-up covers the strategy, account and tracking work, and first creative. Monthly management covers campaign management, new creative, testing and reporting. Ad spend is your own budget, paid directly to Meta, TikTok, LinkedIn or Google from accounts in your name and never marked up by us.
Our management fee is quoted in writing after a strategy call. The main cost drivers are the number of platforms, the number of campaigns and audiences, how much new creative is produced each month, whether landing pages are needed, whether special ad category or Quebec requirements apply, and how deeply tracking connects to your CRM. We agree a starting ad budget large enough to learn from and a target cost per lead or sale before launch, and we report against it every month.

Social media advertising questions
What does a social media advertising agency do?
It plans, builds and manages paid campaigns on platforms such as Facebook, Instagram, TikTok and LinkedIn. That includes strategy, audience and offer planning, creative, landing pages, conversion tracking, weekly optimization and reporting. Canada Create™ measures the work by leads and sales rather than reach.
Is it worth it to hire a marketing agency for paid social?
Usually yes when your time is better spent running the business, when self-managed ads have been inconsistent, or when you lack creative and tracking skills in-house. It is less useful when the budget is too small to test or leads cannot be followed up quickly. We say which applies on the strategy call.
How do I choose the best social media marketing agency?
Check that ad accounts stay in your name, that success is measured by cost per lead and sale, that ad spend is not marked up, who produces new creative and how often,. Directory rankings are often paid placements, so ask these questions directly.
What should I look for in social media marketing agencies in Canada?
Look for knowledge of Canadian advertising rules, including the Competition Act, anti-spam consent and Quebec language requirements, plus experience with special ad categories if you advertise housing, jobs or credit. Canada Create™ has worked with businesses across Canada and the United States since 2008.
Which social media platform is most used in Canada?
YouTube and Facebook are among the most widely used, with Instagram close behind, while TikTok and LinkedIn vary a lot by age and occupation. For advertising, the better question is which platform your buyers use, and we test before scaling budget.
What is the 5 5 5 rule on social media?
It is an informal engagement habit rather than an official rule, and versions vary. A common version is to spend a few minutes each day commenting on, reacting to and sharing posts from others in your market. It helps organic presence; paid campaigns are planned separately around conversions.
Who are the big 6 media agencies?
The large holding groups are often listed as WPP, Omnicom, Publicis Groupe, Interpublic, Dentsu and Havas, a list that has shrunk with consolidation. They buy media for large national brands. Small and mid-sized businesses often get more attention from an independent agency.
What are Meta special ad categories?
Meta treats ads about housing, employment and credit as special ad categories. Some targeting options such as narrow age ranges, gender and small location radiuses are limited. Campaigns in these areas must be planned around the limits from the start to avoid rejected ads or restricted accounts.
How is social media advertising priced?
There are separate costs for set-up, monthly management and ad spend. Management is quoted in writing based on platforms, campaigns, creative volume, landing pages and tracking depth. Ad spend is your own budget paid directly to the platforms and never marked up.
Do I keep my ad accounts if we stop working together?
Yes. We work through partner access, so your pages, ad accounts, pixels, audiences and creative stay in your business name. You remove our access and keep everything.
