Law firm PPC and Google Ads for lawyers

PPC for lawyers built by practice area, with Google Ads for law firms measured by consultations and retained clients rather than clicks.

Canada Create™ builds lawyer PPC campaigns one practice area at a time, excludes the searches that waste legal budgets, writes ads and landing pages within law society marketing rules and Google policies, and connects the account to intake so bidding learns which searches produce clients.

Law firm PPC that pays for itself in consultations

Law firm PPC puts your practice at the top of Google at the moment someone decides they need a lawyer. PPC for lawyers is simple in principle: you choose the searches that show a real intention to hire, write ads for them, and pay only when someone clicks. In practice, Google Ads for law firms is one of the most demanding forms of paid search there is. Legal clicks are expensive, the value of a client changes from one practice area to the next, and the conversion that matters is a retained client, which happens days or weeks after the click.

Canada Create™ has managed paid search for businesses in Canada and the United States since 2008. Our lawyer PPC management is part of our law firm marketing services and uses the same disciplines as our Google Ads management, adapted to legal practice: campaigns built by practice area, strict keyword exclusions, landing pages that answer the searcher’s question, and tracking that follows every enquiry from the click to the intake result. This page explains how a legal PPC agency should run your account, what it costs to run one well, and what to ask before you hire anyone, including us.

What is a PPC firm, and what does a legal PPC agency do?

A PPC firm is an agency that plans, builds and manages pay per click advertising on platforms such as Google Ads and Microsoft Advertising. It researches which searches to target, sets up campaigns and ad groups, writes ads, chooses bids and budgets, excludes irrelevant searches, measures conversions and reports on what the money produced. The advertiser pays the platform for clicks and pays the agency for its work.

A legal PPC agency does the same work with the extra knowledge a law firm needs. It knows that a search for “wrongful dismissal lawyer” signals someone ready to hire while “how much notice am I owed” usually signals someone reading. It knows that job seekers, law students and people looking for free help click on lawyer ads and that those clicks must be excluded. It knows that provincial law societies set marketing rules for lawyers, including rules on specialist claims and past results, and that Google has its own policies for legal services ads. And it knows that the account is only worth running if it connects to intake, because a phone call is not a client.

When you compare agencies, ask how much of their work is for professional services with long sales cycles. The skills that sell products online do not carry over neatly to a practice where one retained file can be worth more than a year of clicks.

CPC vs PPC: the terms explained

PPC, or pay per click, is the advertising model: you pay each time someone clicks your ad rather than paying for the ad to be shown. CPC, or cost per click, is the price you pay for one click inside that model. Your PPC campaign is the whole system; your CPC is one of the numbers it produces.

For law firms, CPC is the number people talk about most and the one that matters least on its own. A high CPC is fine if the click turns into a consultation and the consultation into a client at an acceptable cost. A low CPC is a waste if the clicks come from people who will never hire a lawyer. The numbers that decide whether Google Ads for law firms works are cost per consultation and cost per retained client, by practice area. Everything in our approach is built to measure and lower those two numbers.

Other terms you will see in reports: impressions (how often your ad was shown), click-through rate (the share of people who clicked after seeing it), conversion rate (the share of clicks that became an enquiry), impression share (how often you appeared compared with how often you could have) and Quality Score (Google’s rating of how relevant your keywords, ads and landing pages are, which affects what you pay).

Why Google Ads for law firms is different

Three things set legal advertising apart from most industries.

Every click is expensive. Legal terms sit among the most competitive searches in paid advertising. A campaign that would be acceptable for a retailer, with loose keywords and a generic landing page, burns through a law firm budget quickly. Precision is the whole job.

Client value varies by practice area. A fixed-fee real estate closing, a will package, an immigration application and a serious personal injury file are very different in value. Budgets and bids have to follow that value, which means each practice area needs its own campaign, its own budget and its own targets.

The real conversion happens offline. Someone clicks, calls or fills in a form, speaks with intake, books a consultation and, sometimes weeks later, signs a retainer. If the account only sees the click and the form, Google’s bidding optimizes for cheap enquiries rather than good clients. Connecting intake outcomes back to the account is what separates a legal PPC agency from a generic one.

What our lawyer PPC management covers

Every account is built around your practice areas, the places you serve and the way your intake team works.

Practice-area campaigns

One campaign per practice area with its own budget, keywords, ads and landing page, so a high-value area never competes for money with a low-value one.

Legal keyword research

Searches that show intent to hire, grouped tightly by matter type, with informational searches left to your website content.

Negative keyword control

Jobs, law school, free advice, templates, other practice areas and other firms excluded from launch and refined from real search terms every week.

Compliant ads for lawyers

Ad copy written to your law society’s marketing rules and Google’s legal services policies, sent to you for approval before anything goes live.

Legal landing pages

A page for each practice area that matches the search, answers the first questions and makes calling or booking easy on a phone.

Call and intake tracking

Calls, forms and booked consultations tracked by campaign and keyword, with retained clients imported back so bidding learns what works.

Bids and budgets

Budgets set by the value of each practice area, bidding strategies matched to the data available, and no increase without your approval.

Reporting for partners

A monthly report that leads with consultations and cost per consultation by practice area, written in plain language.

Campaign structure for law firm PPC

We start with search campaigns for the practice areas with the clearest demand and the highest value to your firm. Each campaign contains tightly themed ad groups: for family law, separate groups for divorce, custody, child and spousal support, and separation agreements; for employment law, separate groups for wrongful dismissal, severance review and workplace harassment. Tight grouping lets each ad speak to the exact search and each landing page answer the exact question.

Keywords are chosen for intent to hire. Searches that combine a matter with “lawyer”, “law firm”, “consultation” or a place usually come from people ready to talk to someone. Searches that ask how a process works are cheaper to answer with helpful content on your website, supported by our lawyer SEO work, than with paid clicks.

Match types matter. We rely mainly on exact and phrase match at launch, expand carefully once search term data shows what converts, and use broad match only when conversion tracking includes intake outcomes and negative lists are mature. Brand campaigns protect your firm’s name from competitors bidding on it, usually at a low cost per click.

Assets make ads larger and more useful: call assets for phone enquiries, location assets tied to your Google Business Profile, sitelinks to practice-area pages, callouts for things like free initial consultations or languages spoken, and structured snippets listing the matters you handle. Everything in those assets must be accurate and within your law society’s rules.

Keyword strategy and negative keywords

Negative keywords are where most wasted legal spend is recovered. Before launch we build lists that exclude searches for legal jobs, articling and law school; legal aid and free clinics, unless the firm takes that work; forms and templates; definitions and general questions; practice areas the firm does not handle; and the names of other firms. After launch we review the search terms report several times a week in the first month, then weekly, adding exclusions as new patterns appear.

We also watch for overlap between campaigns. If a divorce search triggers the custody campaign, the wrong ad and landing page appear and the data becomes muddled. Cross-campaign negatives keep each search in the right place.

Finally, we separate searches by stage. Someone searching a specific charge or a specific type of accident is usually further along than someone searching a general practice area term, and bids reflect that.

Ad copy that stays within the rules

Legal ads work best when they are specific and factual: the matter, the type of consultation offered, how fees are handled where the firm is willing to state it, availability, and languages spoken. Provincial law societies set marketing rules for lawyers, including rules on specialist claims and past results, and Google has its own policies for legal services advertising. We write within both.

In practice that means we avoid superlatives that cannot be verified, we never describe a lawyer as a specialist unless your law society permits that claim for that lawyer, we never promise outcomes, and past results appear only where you confirm they are accurate and appropriate to publish. You remain responsible for your firm’s advertising under your professional rules, so every ad and landing page goes to you for approval before launch, and we keep a record of what was approved and when. This is a description of our process, not legal advice; your firm decides what its advertising may say.

Good ad testing still happens inside those limits. We test different ways of stating the first step, different emphasis on availability or languages, and different calls to action, keeping the ones that produce consultations rather than clicks.

Landing pages that turn legal searches into consultations

Sending a paid click to your home page makes the visitor search again for the answer they came for, and many leave. Each practice-area campaign needs a landing page that matches the search, explains how the firm helps, introduces the lawyers who handle the work, answers the first questions about process and fees, and makes the next step obvious. Most legal searches happen on phones, so the call button has to stay within reach.

We build and test those pages as part of the program or improve your existing pages if they already perform. Where the website itself holds the firm back, our law firm website design team can rebuild it.

Landing page checklist for lawyer ads

  • The headline matches the search and the matter named in the ad.
  • A tappable phone number and a short form are visible without scrolling on a phone.
  • The page explains how consultations work and how fees are handled, where the firm chooses to state it.
  • The lawyers who handle the matter are named and pictured, with languages spoken.
  • Any testimonials or reviews appear in a way that meets your law society’s rules.
  • The page says what happens after someone gets in touch and when they will hear back.
  • Forms ask for contact details and a short description only, with a note not to send confidential details yet.
  • The page loads quickly on a mobile connection and works without pop-ups getting in the way.

Want to know where your legal ad budget is leaking?Share your practice areas and current account access. We review search terms, tracking and landing pages and send you a written plan.

Call tracking and intake tracking from click to retained client

A law firm account is only as good as its tracking. We set up conversion tracking for calls from ads, calls from the website, form submissions and booked consultations, and we separate genuine enquiries from wrong numbers, sales calls and existing clients. Short calls and duplicate forms are filtered so the account is not rewarded for noise.

With your intake team we then mark which enquiries became consultations and which became retained clients, and import those outcomes into Google Ads as offline conversions. That lets the account bid toward the searches and practice areas that produce clients rather than those that produce calls. It is also the only honest way to report cost per retained client.

Tracking records that an enquiry happened and where it came from, never what the matter was about. Case details stay out of analytics, ad platforms and reports.

Where to spend a law firm PPC budget

Most firms have more practice areas than budget, so the first decision is where to put the money. We look at four things with you.

  • Value of a typical matter. What an average retained client in each practice area is worth to the firm after costs.
  • Capacity. Which lawyers have room for new files, and how many consultations intake can handle each week.
  • Competition. How crowded the auction is for each practice area in the places you serve, which shapes how far a budget goes.
  • Conversion strength. Whether the firm has a strong landing page, reviews and fast follow-up for that area, or needs work first.

We usually start by funding one or two practice areas properly rather than spreading a thin budget across every area and every location. A budget that is too thin produces too little data to learn from, so the account never improves. Once a practice area shows an acceptable cost per retained client, we expand into the next one.

Budgets and bidding for lawyers

The right budget depends on the practice area, the places you serve, the competition in those auctions and how many consultations your firm can take on. We set a starting budget with you based on current keyword prices and your target cost per consultation, and we explain the reasoning in writing. Your ad budget is your own money, paid directly to Google from your own account.

At launch we use bidding strategies that give us control while data builds. Once the account records enough conversions, and especially once intake outcomes flow back in, we move to automated bidding toward conversions or conversion value, where Google’s systems can use signals we cannot see. We watch those strategies closely, because automated bidding with poor conversion data simply finds cheap, poor enquiries faster.

Budget changes are always agreed with you first. We never raise spend to hit a number of clicks.

Search ads, Local Services Ads and other channels

Google search ads are the core of most legal campaigns because they reach people at the moment they look for a lawyer. Other channels can support them.

Google Local Services Ads appear above standard results for some legal categories in some places and charge per lead rather than per click, after the firm completes Google’s verification. Availability and categories vary, so we check whether they apply to your practice areas before recommending them.

Remarketing on display and YouTube keeps the firm visible to people who visited a practice-area page while they compare options, within Google’s policies for sensitive categories, which limit how some legal matters can be targeted.

Performance Max can work for some practice areas once conversion tracking is strong, but it gives less control over where ads appear and which searches trigger them, so we use it selectively and never as a replacement for well-built search campaigns.

Microsoft Advertising reaches people who search on Bing and through Microsoft products, often at lower click prices. It is usually worth testing once Google campaigns are working.

Social ads on Meta or LinkedIn suit specific situations, such as employment law for professionals or estate planning information sessions. We recommend channels based on your practice areas and results, not by default.

Campaigns by practice area

Personal injury

Personal injury searches are among the most competitive in legal advertising. Campaigns focus on specific accident and injury types, call-focused ads during staffed hours, landing pages that explain how contingency arrangements work where the firm offers them, and strict tracking of signed files, because a small number of retained matters decides whether the campaign is profitable.

Family law

Many family law searches happen in the evening and at weekends. Ads emphasize confidential consultations and clear next steps, and forms are short and private. Separate campaigns for divorce, custody and support let budgets follow the matters the firm wants most.

Criminal defence

Criminal defence searches are urgent and usually lead to a phone call. Call-focused ads, after-hours availability where the firm offers it, and pages for specific charges perform best. Response speed matters more here than almost anywhere else.

Employment law

People search right after a dismissal or a workplace problem. Campaigns separate employee-side and employer-side work, which attract very different clients, and landing pages explain what a first consultation covers.

Immigration

Immigration searches are often program-specific and in more than one language. Campaigns target the programs and languages where the firm has capacity, and landing pages make clear who will handle the file.

Real estate, wills and estates, and business law

These areas often have lower click prices and more price-sensitive clients. Ads highlight turnaround, convenience and how fees are handled, and campaigns are targeted closely to the areas the firm serves.

Location and schedule targeting

Legal clients usually hire lawyers near where they live or work, or near the court that will hear their matter. Campaigns target the places the firm actually serves, with separate budgets for high-value areas and adjustments by distance from each office. For firms with several offices, each office gets its own campaigns and landing pages, so ads show the nearest office and the right phone number. We target people located in or regularly in your service area rather than people who merely showed interest in it, so the firm does not pay for clicks from far outside its reach.

Ad schedules follow your intake capacity. There is little point paying for clicks when nobody can answer, unless an answering service, an intake line or an AI receptionist covers those hours. We review results by hour and day and move budget toward the times that produce consultations.

Intake: where legal PPC succeeds or fails

Many prospective clients contact several firms and retain the first one that responds helpfully. A campaign that produces good enquiries can still fail if calls go to voicemail, forms wait until the next morning or the first conversation does not explain the next step. Before we recommend a larger budget, we look at how the firm handles new enquiries: who answers, how quickly forms receive a reply, what happens after hours and how consultations are booked.

Simple changes often lift consultations more than extra spend: a text back after a missed call, an automatic acknowledgement with a booking link, reminders before the consultation and a clear script for the first call. Our AI sales automation and CS+, Canada Create™’s CRM, handle these steps for firms that do not already have an intake system.

Protecting client confidentiality in advertising

Legal advertising must never compromise confidentiality. We do not upload client lists to ad platforms without clear consent and a lawful basis, we keep matter details out of analytics and conversion data, and call recordings, where the firm uses them, are handled under the firm’s own privacy policy and retention rules. Forms remind visitors not to include confidential information in a first message.

Common law firm PPC mistakes

  • Broad match without controls. Broad keywords without strong negative lists pay for job searches, law school questions, free legal help and other practice areas.
  • Ads sent to the home page. Each practice area needs its own landing page that matches the search.
  • Optimizing for form fills. Cheap leads that never sign make a campaign look better than it is.
  • One campaign for every practice area. The cheapest area takes the budget and the most valuable area starves.
  • Ads running when nobody can respond. Schedules should match the hours enquiries can be handled.
  • Accounts owned by the agency. The firm should own its Google Ads account and data and pay Google directly.
  • Claims that breach professional rules. Unverifiable superlatives, implied specialization and outcome promises create professional risk.
  • No offline conversion data. Without intake outcomes, automated bidding cannot tell a client from a wrong number.

The first 90 days of a legal PPC campaign

Weeks 1 and 2. We review any existing account, agree target practice areas and service areas, install and test call and form tracking, and build or improve landing pages. Ads and pages go to you for approval.

Weeks 3 to 6. Campaigns launch with conservative budgets. We review search terms several times a week, add exclusions, adjust bids and schedules, and fix anything that tracking reveals.

Weeks 7 to 12. Budget moves toward the practice areas and searches producing consultations at an acceptable cost. Intake outcomes start flowing back into the account. At the end of the quarter we compare cost per consultation and cost per retained client by practice area and agree the plan for the next quarter.

Questions to ask before hiring a legal PPC agency

Whether you hire us or another firm, these questions separate a capable lawyer PPC agency from a risky one.

  • Will the Google Ads account be in the firm’s name, and will ad spend be billed directly to the firm?
  • Is your management fee separate from ad spend, and do you mark up media?
  • How will you measure consultations and retained clients rather than clicks and calls?
  • Who manages the account day to day, and how often are search terms reviewed?
  • How do you keep ads and landing pages within law society rules and Google’s policies?
  • Can partners see the account and reports at any time?
  • Who owns the account, the landing pages and the data?

Be cautious with any agency that keeps accounts in its own name, will not show its fee separately from spend or promises a set number of cases. The account and data always belong to the firm.

PPC for lawyers and SEO together

Paid search brings consultations from the first weeks and shows which searches and practice areas convert. SEO builds organic visibility that lowers the cost of each new client over time. Running both from one keyword map lets the firm reduce ad spend on searches where it already ranks well organically, and use ads to cover practice areas and places where organic rankings are still building. The conversion data from ads also tells the SEO program which pages to build first.

Reporting that partners can act on

Monthly reports show spend, clicks, calls, forms and consultations by practice area and campaign, cost per consultation and, where the firm shares outcomes, cost per retained client. We explain what changed, why, and what we will do next, in plain language. You can reach us any time on our 24/7 toll-free line, +1 (800) 808-9235, and partners can log in to the account whenever they want.

What lawyer PPC management costs

Lawyer PPC management has three separate costs, and you should see each one clearly.

Setup and account build covers research, campaign structure, negative keyword lists, conversion and call tracking, and landing page recommendations or builds. It is quoted in writing.

Monthly management covers search term reviews, bids, budgets, ad testing, landing page improvements and reporting. It is quoted in writing.

Your ad budget is your own money, paid directly to Google. We recommend a starting budget once we know your practice areas and service areas, and it changes only with your approval.

What drives the fees: the number of practice areas and campaigns, the number of offices and service areas, whether landing pages need to be built, the state of any existing account and tracking, whether intake outcomes need to be connected, and whether other channels such as Local Services Ads or Microsoft Advertising are included. If you also want organic search, SEO starts from CAD 1,500 a month.

Canada Create has been an excellent marketing and branding partner for our dental practice. Their understanding of local SEO, digital marketing, social media, content creation, Google visibility, and AI optimization really stood out to us. A dental practice depends heavily on trust, reputation, patient experience, and being discoverable when someone is searching for a dentist. Canada Create understands how to bring those pieces together and communicate the quality of a practice naturally. I would highly recommend Canada Create to dentists, dental clinics, and other healthcare professionals looking to improve their online presence, local search visibility, branding, and organic growth.

I had a great experience working with this business. They helped me build my tutoring website from scratch and guided me through the entire process. I knew nothing about how the process worked, but they were professional, patient, and incredibly helpful. They took the time to understand what I wanted, handled the setup and design, and made sure everything worked properly. I’m very happy with the final result and would definitely recommend them to anyone who needs help creating a professional website or getting their business online.

We hired Canada Create to help strengthen the online marketing for Marvel Car Clinic and the results have been very positive. They developed our new website and managed the Google Ads strategy around our main automotive services including paint protection film (PPF), vehicle wraps and ceramic coating. The biggest improvement for me has been the overall quality of our online presence. Customers can now clearly see what we offer, the website is much more professional and our advertising is bringing relevant people directly to the services they are searching for. Their team understands conversion and lead generation, not just design. Everything from the website layout to the advertising campaigns feels like it was created with the goal of getting more customers. Great communication, professional work and strong results. I would recommend Canada Create to any Toronto or GTA business looking for Google Ads management, website development and digital marketing.

We’ve had a great experience working with Canada Create on the digital marketing for Marvel Car Clinic. They completely improved our online presence with a professionally designed new website and a much stronger Google Ads strategy. Our business specializes in car wraps, paint protection film (PPF), ceramic coating and automotive protection services, so attracting the right type of customer is extremely important. The Canada Create team took the time to understand our services, our target market and what actually makes a customer contact us. Since launching the new website and Google Ads campaigns, we’ve seen a noticeable improvement in the quality of inquiries coming in. The website looks professional, is easy to navigate and presents our car wrap, PPF and ceramic coating services much better than before. What we appreciate most is that they focus on results instead of simply running ads. Communication has been great, changes are handled quickly and the team is always looking for ways to improve the campaigns. If you’re looking for a digital marketing agency in Toronto for Google Ads, website design and lead generation, I would definitely recommend Canada Create.

PPC is the advertising model where you pay for each click. CPC is the price of one click. For law firms, cost per consultation and cost per retained client matter more than CPC.

Why are legal clicks so expensive for lawyers?

Many firms compete for the same searches and a single retained client can be valuable, so bids are high. Tight keywords, strong exclusions and good landing pages keep waste low.

How much should a law firm budget for PPC?

It depends on the practice area, the places you serve, competition and intake capacity. We recommend a starting budget in writing. Your ad budget is your own, paid directly to Google.

What does lawyer PPC management cost?

Setup and monthly management are quoted in writing, based on practice areas, offices, landing pages, tracking and channels.

How fast does PPC for lawyers produce consultations?

Ads can show from launch. The first weeks remove waste, and cost per consultation usually improves as search term and intake data build up.

Can our Google Ads for law firms say we are specialists?

Only where your law society permits that claim for that lawyer. We write ads within law society rules and Google policies, and you approve every ad.

Do we own the Google Ads account?

Yes. The account and its data belong to the firm, and ad spend is billed to the firm by Google.

How do we start with a legal PPC agency?

Share your practice areas and current spend. Get a proposal in one business day.
