Google Ads, done for leads
How paid search works in Toronto, and how we run it
What a Google Ads agency in Toronto should do with your budget
Google Ads management is the ongoing work of planning, building, measuring and improving paid campaigns on Google Search, Maps, YouTube, Gmail, Discover and the Display network so that each dollar of ad spend produces a call, a form, a booking or a sale you can trace back to it. In Toronto that work happens in one of the most expensive advertising markets in Canada, where the same click is contested by downtown firms, suburban competitors and national brands at once.

The numbers explain why management matters. In competitive fields such as personal injury law, plumbing and dentistry, top-of-page clicks are among the most expensive in Canadian advertising. At those prices, an account that spends a third of its budget on irrelevant searches, weak landing pages or clicks it cannot measure is not a marketing inconvenience. It is a monthly loss.

Canada Create™ has managed Google Ads for businesses across Canada and the US since 2008, from the AdWords years of exact-match keywords to 2026 accounts where AI Max, Performance Max and Demand Gen decide much of the targeting themselves. The tools have changed. The rule that wins has not: the advertiser who gives Google the cleanest conversion data, the most relevant landing pages and an honest budget wins the auction on value rather than on bid alone.
How Toronto paid search is different
Toronto is a city of neighbourhoods, commuting patterns and very different buyers within a short drive of each other. A campaign that targets “Toronto” as one block pays for searches from people in Etobicoke who will not travel to Scarborough, and misses the North York or Vaughan buyers who would. Ad schedules copied from a template ignore the fact that trades get emergency calls at night while professional services convert during office hours. And landing pages that never mention the area tell a local searcher you are not really nearby.
We build Toronto accounts from the map of where your customers actually are: the postal codes in your booking system, the neighbourhoods on your invoices, your service radius and the hours you can answer the phone. Location targets, exclusions, ad schedules, bid adjustments, ad copy and landing pages all follow from that map, and we review it monthly against the search terms and conversions the account really produced. For businesses west of the city, our Google Ads Mississauga page explains how we run Peel accounts separately rather than stretching one campaign across the GTA.
The campaign types we run, and why
Google has built more automation into every campaign type. Used well, it finds demand you would never have listed as a keyword. Used carelessly, it spends on whatever converts cheapest, including the wrong customers. We choose campaign types by the job each one does for your business.
Search with AI Max
Still the core of most accounts. Keyword themes, negative lists and AI Max search-term matching, text customization and final URL expansion are configured so Google can reach new queries without drifting from your services or area. Google reports an average of 7% more conversions or conversion value at a similar cost when the full AI Max feature set is used.
Performance Max
One campaign across Search, Maps, YouTube, Gmail, Discover and Display. We use it where conversion values are clear and volume is high enough to train it, with brand exclusions, location exclusions and asset reports reviewed so it adds reach rather than taking credit for your Search results.
Local Services Ads
For eligible home-service, legal, real-estate and some health categories in Canada, pay-per-lead ads above the regular results with the Google Verified badge. We handle verification, review responses and disputes for leads that do not qualify.
Demand Gen and remarketing
YouTube, Discover and Gmail placements that bring back people who visited, called or asked for a quote but did not buy, built from your website audiences and customer lists with frequency caps so the ads stay useful.
Conversion tracking comes before any of these campaigns spends new money. Most accounts we take over cannot tell Google which clicks became customers, so the bidding is guessing. We install and test Google Tag Manager, Google Analytics 4, conversion actions for calls, forms and bookings, call tracking where you consent to it, enhanced conversions for leads and offline conversion import from your CRM, so the account learns from closed jobs and signed clients rather than from form fills alone. Consent mode and data handling are configured for PIPEDA, and for Quebec audiences, Law 25.
Local Services Ads and the map pack
For many Toronto service businesses, the first paid position on the page is not a text ad at all. Local Services Ads sit above it, charge per lead rather than per click, and show a badge, a star rating and a call button. They depend on the same things that decide the map pack: a verified Google Business Profile, consistent business details and a steady flow of reviews.

That is why we run Local Services Ads alongside Google Business Profile management rather than as a separate project. The profile, the Local Services listing, the Search ads and the landing page show the same name, hours, service area and offers, and every lead is logged so we can dispute the ones that should not have been charged.
Shopping, video and visual formats
Retailers and e-commerce brands need Shopping and Performance Max with a clean product feed in Google Merchant Center. We set up feed rules, product titles that match how people search, and conversion values tied to margin rather than revenue, so the account does not scale the products that sell most but earn least.

Visual formats matter for considered purchases too. Hotel, travel and automotive advertisers can use dedicated Google formats that show prices, availability or vehicle details directly in the results. Where those formats fit your business we build them; where they do not, we say so and keep the budget in the campaigns that convert.

YouTube and Demand Gen campaigns follow the same rule. We produce or adapt video and image assets for the placements that reach your buyers, cap how often each person sees them and measure them on the leads they bring back, not on views.

Landing pages decide your cost per lead
Google scores every ad on expected click-through rate, ad relevance and landing page experience. The landing page is the part most advertisers leave alone, and it is often the reason their clicks cost more than a competitor’s. A searcher who clicks “emergency plumber Toronto” and lands on a homepage slideshow with a generic form leaves, and Google charges you more for the next click because the page did not help.
We build or repair one landing page for each campaign theme: a headline that repeats the search, the areas you serve, a click-to-call number, a short form near the top, proof such as reviews, licences and photos of real work, and one clear next step. Because we are also a web design agency in Toronto, the pages are built inside your own website, load quickly on phones and are tracked from the first visit.

Conversion tracking before spend
Google’s automated bidding learns from the conversions you report. If tracking counts page views, duplicate form submissions or two-second calls as conversions, the system optimizes for the wrong thing and spends your budget finding more of it. Before any budget increase, we audit and rebuild tracking: form submissions confirmed on the thank-you step, calls from ads and from the website measured by duration, bookings and chats where they apply, and each conversion given a sensible value. Where your CRM records which enquiries became customers, we import those outcomes back into Google Ads as offline conversions, so bidding learns from real customers rather than raw leads. Personal information is handled in line with privacy law and never sent to Google in a form it should not be.
Search terms, negatives and match types
Broad match keywords and automated campaign types can find valuable searches, but without supervision they also pay for irrelevant ones: job seekers, students, do-it-yourselfers, competitors’ brand names and searches for services you do not offer. We review search terms several times a week in the first months and at least weekly after that, add negative keywords at the right level, and move proven searches into tightly controlled ad groups. This is unglamorous work, and it is where much of the waste in Toronto accounts comes from.
Location and schedule targeting across the GTA
A single Toronto business rarely serves the whole Greater Toronto Area equally. Targeting is set to the areas that actually produce customers, with separate budgets for the most valuable ones, bid adjustments by distance from each location and presence-based targeting so you do not pay for people who only searched about Toronto from elsewhere. Schedules follow the hours when calls are answered, with online booking or callback forms for after-hours clicks.
Common Google Ads mistakes we fix
- Accounts built on default settings. Search partners, display expansion and broad location settings switched on by default can waste a large share of the budget.
- Every ad sent to the home page. Each service needs a landing page that matches the search.
- Performance Max without guardrails. Without brand exclusions, good creative and clean conversion data, it can take credit for sales you would have made anyway.
- Too many campaigns for the budget. Spreading a small budget thinly means no campaign gets enough data to learn.
- No offline conversion data. Optimizing for form fills instead of customers attracts cheap leads that never buy.
- Accounts owned by the agency. You should own your account, your data and your billing.
Bidding strategies and budgets
Google’s automated bidding strategies, such as maximizing conversions or targeting a cost per acquisition, work well when they have enough reliable conversion data and a sensible target. New accounts and low-volume campaigns often do better starting with more control and moving to automated bidding once conversion data builds. We set targets from your economics, the value of a customer and the share of leads that buy, rather than from Google’s recommendations, and we check the results against your own records. Budgets are set so each campaign can gather enough data to learn; when the budget is limited, we concentrate it on fewer campaigns rather than spreading it thin. Recommendations inside the Google Ads interface are reviewed individually, because many of them increase spend without improving results.
Ads and assets that earn the click
Responsive search ads combine headlines and descriptions automatically, so each one must make sense on its own and together. We write ads that match the search, state what makes the business different in concrete terms, such as response times, warranties, credentials, languages spoken or pricing approach, and include a clear call to action. Assets such as sitelinks to specific services, callouts, structured snippets, call buttons, location details and images make ads larger and more useful, usually improving click-through rates at no extra cost per click. Ads are tested continuously, and weaker combinations are replaced.
Account ownership and transparency
Your Google Ads account should belong to you. We create new accounts in your name or work inside your existing account with manager access, ad spend is billed by Google directly to your payment method, and our management fee is invoiced separately, so you always know what went to media and what went to management. If you ever stop working with us, the account, its history and all its data stay with you. Changes are recorded in the account’s change history, and we explain the significant ones in each monthly report.
Transparency also means saying when advertising is not the right answer. If a campaign cannot reach an acceptable cost per customer because the landing page, the offer or the follow-up is the real problem, we say so and recommend fixing that first. Spending more on clicks that cannot convert only makes the loss larger. In those cases we can help with the landing pages, the website or the follow-up process directly, because our web design and CRM teams sit alongside the advertising team. Once those fixes are in place, the same budget usually produces noticeably more customers, and that is the point at which increasing spend makes sense.
Google Ads and SEO together
Paid search and SEO answer different needs. Ads bring enquiries from the first week and show which searches turn into customers; SEO takes longer but lowers the cost of each enquiry over time. Running both from one keyword map means you can reduce ad spend on searches where you already rank well organically, use ads to cover services and areas where organic visibility is still building, and use search-term data from ads to decide which pages SEO should focus on next. Because our SEO and advertising teams work together, those decisions are made in one conversation rather than between two suppliers. See our SEO services for the organic side.
Reporting in plain numbers
Monthly reports show spend, clicks, calls, forms and bookings by campaign and service, cost per lead and, where you share outcomes, cost per customer and revenue. We explain what changed, why and what comes next. You own the account and can see every number yourself.
The first 90 days
In the first two weeks we audit the account, agree the services and areas that matter, rebuild tracking and check landing pages. Campaigns are restructured or launched in weeks three and four with conservative budgets. For the rest of the quarter we review search terms, adjust bids, schedules and locations, test ads and landing pages, and move budget toward the campaigns producing customers at an acceptable cost. At the end of the quarter we compare cost per lead and per customer by campaign and agree the next quarter’s plan.
How to choose a Google Ads agency in Toronto
Ask any agency you are considering how they will measure customers rather than clicks, who will manage the account day to day and how often, how they handle search terms and negative keywords, and how they use automated campaign types. Confirm that the account is created in your name, that ad spend is billed directly to you and that you can see the account at any time. Ask for an example of a monthly report. Be cautious of agencies that keep accounts in their own name, mark up ad spend without disclosure or promise a specific number of leads.
What Google Ads management costs
There are always two numbers: the management fee and the ad spend. The fee covers the work of building, testing and improving the account. The ad spend is paid by you to Google from your own billing profile, and we never mark it up. The pricing section above shows the ranges that are typical for our Toronto accounts in 2026, and every fee is confirmed in writing after the free audit.
Budget should follow the value of a customer, not a round number. If a new client is worth $2,000 to you, a monthly budget that produces six clients is a sound decision even if it is larger than you planned. If a budget is too small for Google’s bidding to collect enough conversions to learn from, it will produce a noisy, expensive cost per lead. We will tell you before you spend which situation you are in. For more detail, read our guide to how much Google Ads costs.

Reporting you can read in five minutes
Every client receives a monthly report in plain numbers: spend, leads, cost per lead by campaign, the search terms that produced customers, what we changed and what we will change next. A live dashboard connects Google Ads, Google Analytics 4 and call tracking so you can check the account on any day. The Google Ads account, the conversion data, the audiences and the landing pages stay yours.
Paid search also works best alongside organic search. Search-term data from your ads shows which searches convert before we invest months in ranking for them, and every search you rank for organically is one you can spend less on. Our SEO company in Toronto and our Google Ads team plan from the same keyword map, so the two channels support each other instead of bidding against your own pages.

Google Ads in Toronto: questions we answer every week
How much does a Google Ads agency cost in Toronto?
Expect a management fee and separate ad spend. Canada Create™ quotes setup and monthly management in writing after a free account review, based on campaigns, locations, tracking and landing pages. Ad spend is paid by you to Google and never marked up. A written quote follows the free audit.
How much should I spend on Google Ads in Toronto?
Enough for Google's bidding to collect conversions to learn from. For most local service businesses that means an ad budget of at least CAD 1,500 a month, paid directly to Google, and more in legal, dental and home-service categories. The right budget follows the value of a customer to you.
Is Google Ads worth it for a small business?
It is when conversion tracking works, the keyword themes match what you sell, the landing page answers the search and the budget is large enough to learn. It is not when those pieces are missing. The free audit tells you which situation your account is in before you spend more.
How fast will I see results?
Clicks start the day a campaign goes live, and leads usually appear in the first week if tracking and landing pages are right. A stable cost per lead typically takes six to eight weeks while bidding learns and targeting is tightened. Judge the account at month three.
What is AI Max and does it affect my account?
AI Max for Search adds search-term matching, text customization and final URL expansion to Search campaigns. Google reports an average of 7% more conversions or conversion value at a similar cost when the full feature set is used. Google is replacing Dynamic Search Ads with AI Max, with the DSA sunset and auto-upgrade beginning in February 2027. We migrate accounts deliberately, with brand and location controls in place.
What is the difference between Google Ads and Local Services Ads?
Google Ads charges per click and shows text, Shopping and video ads across Google. Local Services Ads appear above them for eligible categories, carry the Google Verified badge and charge per lead. Most eligible local businesses should run both, from the same plan.
Do you write the ads and build the landing pages?
Yes. Ads, assets, Performance Max creative and one landing page per campaign theme are included. Landing pages are built inside your own website, so you keep them.
Can you take over an account that is not performing?
Yes, and most of our clients came to us that way. We audit first, keep the account history and conversion data, and rebuild only what is costing you money. The account stays in your login; we work through manager access.
Which Google Ads agency is best in Toronto?
The best agency for you fixes conversion tracking before spending, shows the search terms your money bought, builds the landing page as well as the ad, reports cost per lead in plain numbers and lets you leave with your account. Ask every agency you compare, including us, to show those five things.
Do you manage Google Ads outside Toronto?
Yes. We run accounts across the GTA, including Mississauga, Vaughan and Markham, and for clients elsewhere in Canada and the United States. Each area gets its own targeting, copy and landing pages.
Who owns the account?
The Google Ads account, data, audiences and landing pages belong to you from day one.
How do we start?
Request a free account audit or a plan for a new account. A strategist replies within one business day, and the audit arrives within three business days with the fixes ranked by value.
