Best PPC and Google Ads Agencies in Canada (2026)

This guide supports our Google Ads management service.

PPC agencies compared: four silver ad cards in a row, the first lit in red with a rising bar chart

The best PPC and Google Ads agencies in Canada are not always the biggest ones. What matters is whether the people running your account track real enquiries, clean the search terms every week, send clicks to pages that convert and keep every account in your name. This guide names four agencies that passed the same public-record tests, explains what each one does well and who it suits, and sets out what to ask any PPC agency before you hand over an ad budget. Canada Create, the publisher of this guide, is listed first. The other three are paid search agencies in Vancouver and Ottawa with strong, well-supported reviews and a clean record.

We last checked every fact about the four agencies on November 4, 2026, and the update log at the end of this guide lists each change. Ratings move every week, so open each profile before you decide.

How we chose these agencies

Every agency on the list passed the same five tests. They work just as well for any PPC agency you are considering that is not on this list.

  • Strong public reviews with real volume. A Google rating of 4.7 or higher from at least 50 reviews, last read on November 4, 2026. Thin profiles with a handful of perfect scores were left out.
  • No pattern of serious complaints. We read each agency’s newest reviews for repeated problems with billing, missed work, account access or communication.
  • A clean Better Business Bureau record where one exists. A C rating or lower meant exclusion.
  • Paid search as a core service it delivers itself, described on its own site, with a business address in its city.
  • Based in Vancouver or Ottawa. Canada Create is a Toronto agency and publishes this guide, so the other places went to strongly rated agencies in two other major Canadian markets rather than to our Toronto neighbours.

Agency size, ad spend claims and self-description were not used to rank anyone.

The four PPC and Google Ads agencies

1. Canada Create (Toronto)

Canada Create is a Toronto digital marketing agency that has run advertising for Toronto and Canadian businesses since 2008, from its office at 126 Willowdale Ave., Suite 3. Its Google Ads management covers search, Performance Max, call campaigns, YouTube and Microsoft Advertising, with social media advertising where it fits the buyer. The same team builds the landing pages, sets up conversion tracking for calls and forms and connects enquiries to the CRM, so the ad account, the page and the follow-up are planned together.

Every engagement starts with discovery and a written custom proposal with fees quoted in writing. Ad accounts, Analytics and the website stay in the client’s name, and reports lead with enquiries and cost per enquiry rather than clicks. Canada Create holds Google Partner status, is a BBB Accredited Business with an A+ rating and zero complaints, and its Google reviews are live on its profile. Delivered paid media work is in the portfolio.

  • Office: 126 Willowdale Ave., Suite 3, Toronto, ON
  • In business since: 2008
  • Paid media services: Google Ads, Performance Max, call campaigns, YouTube ads, Microsoft Advertising, social ads, landing pages, conversion tracking
  • Public record: Google Partner; BBB Accredited, A+ rating, zero complaints
  • Often a fit for: Businesses that want ads, landing pages, tracking and lead follow-up handled by one accountable team

2. Keepers Digital (Vancouver)

Keepers Digital is a Vancouver agency built around paid advertising: Google Ads, Meta (Facebook and Instagram) ads and Microsoft Ads, with landing pages, analytics and Google Business Profile work around the campaigns. It describes itself as a verified Google Premier Partner for 2025 and its team as having more than ten years of industry experience. It works with clients across Canada.

Its Google profile showed 63 reviews averaging 4.9 when we checked, spread across several years. It suits businesses that already have a site and content in reasonable shape and need paid search and paid social to carry growth. If you also need SEO or a new website, ask who will handle those parts and how they will work with the ads team.

  • Office: 333 Seymour St., Vancouver, BC
  • Paid media services: Google Ads, Meta ads, Microsoft Ads, landing pages, analytics
  • Public record: 4.9 from 63 Google reviews, checked November 4, 2026
  • Red-flag check: 59 of its 63 reviews are five stars and one is one star; the newest reviews show no pattern of billing or service complaints
  • Often a fit for: Businesses that grow mainly through paid search and paid social

3. Ollo Metrics (Vancouver)

Ollo Metrics is a Vancouver digital marketing agency founded in 2018 that specializes in Google Ads, YouTube and social media ads, programmatic advertising and SEO, with custom marketing dashboards and conversion rate work tied to the campaigns. It describes itself as a Google Premier Partner. Warren Thompson is its co-founder.

Its Google profile showed 63 reviews, every one of them five stars, written steadily from 2019 to 2026 and nearly all answered by the agency. Reviewers most often mention its Google Ads work and knowledgeable staff. It suits organizations that want paid media and the measurement behind it handled by the same people. Ask how much of your budget it recommends for each channel and why.

  • Office: 1290 Howe St., Suite 301, Vancouver, BC
  • Founded: 2018
  • Paid media services: Google Ads, YouTube ads, Facebook and Instagram ads, programmatic ads, conversion rate optimization, dashboards
  • Public record: 5.0 from 63 Google reviews and a BBB A- rating, checked November 4, 2026
  • Red-flag check: no low ratings among its Google reviews and no pattern of complaints in the newest ones
  • Often a fit for: Organizations that want ads and analytics run together

4. LGG Media (Ottawa)

LGG Media, short for Lead Generation Group, was founded in Ottawa in 2018 by Juan Colicchio. It runs Google Ads, Meta and Microsoft Advertising with a strong focus on attribution, checking campaign results against client CRM, payment and phone data. Its site says it works mostly with advertisers spending at the high end, in industries where the sale happens days or months after the first click, such as legal, health insurance, moving, automotive and ecommerce. It is a Google Partner.

Its 54 Google reviews averaged 4.9 when we checked. It suits larger advertisers with long sales cycles who need to know which campaigns produce revenue. Smaller local businesses will usually be better served by an agency built for their size.

  • Office: 2435 Holly Ln., Suite 100, Ottawa, ON
  • Founded: 2018
  • Paid media services: Google, Meta and Microsoft ads, attribution, lead generation
  • Public record: 4.9 from 54 Google reviews, checked November 4, 2026
  • Red-flag check: 52 of its 54 reviews are five stars and two are one star; the newest reviews show no pattern of billing or service complaints
  • Often a fit for: Large advertisers with long sales cycles

What a PPC agency does

A PPC agency plans, builds and manages the ads you pay for by the click: Google search ads, Performance Max, YouTube, Microsoft Advertising and, at many agencies, paid social on Meta and LinkedIn. The work behind a good account is mostly unglamorous: conversion tracking that records real calls and forms, keyword themes that match what buyers search, negative keywords added every week, ads tested against each other, landing pages built for the offer and bids set from the value of a lead. The useful question is never how many accounts an agency runs, but whether it can show you that the money in your account turns into enquiries and sales.

What a Google Ads agency worth hiring can show you

These points make a checklist you can put in front of any PPC agency, including the four above. Ask each one to show you, not tell you, where it meets them.

Tracking that counts enquiries, not clicks

Before any budget goes live, the agency should confirm which actions count as a conversion: a call of a set length, a submitted form, a booking or a sale. A phone click is not a completed call, and a form is not automatically a qualified lead. The stronger agencies also send results back from the CRM, so Google learns which clicks became customers; see what offline conversion tracking involves.

A search terms report you are allowed to read

The search terms report shows what people actually typed before they clicked. Ask to see a permission-cleared or anonymized example from a comparable account, and ask how often negative keywords are added. An agency that will not show search terms is asking you to trust spend you cannot see.

Landing pages built for the ad

Sending paid clicks to a home page wastes most of them. Each campaign theme should land on a page that answers the search, loads fast on a phone and makes the next step obvious. Ask who builds and tests those pages; good landing page design is part of the ads job, not an extra.

Bidding that follows the data

Automated bidding works when conversion data is clean and plentiful, and goes wrong when it is not. Ask which bidding strategy the agency would start with for your account, what it needs to see before switching, and how it judges Performance Max campaigns that mix search, YouTube and display.

Reports that lead with cost per lead

The first line of a monthly report should be enquiries and cost per enquiry by campaign, then what changed and why. Impressions and click-through rate belong further down. If you sell over weeks or months, ask how the agency connects ad spend to closed revenue; attribution models explain the options.

Accounts in your name

The Google Ads account, Analytics, tag manager and any Microsoft Advertising account should belong to your business, with the agency added as a manager. Ask who owns the accounts in the first meeting and get the answer in writing.

Questions to ask in the first meeting

  • Who owns the ad accounts, Analytics and tag manager? They should be in your business’s name.
  • Which actions will count as conversions, and how will you check that calls and forms are recorded correctly?
  • Who will run the account day to day, and how many other accounts does that person manage?
  • How often do you review search terms and add negative keywords?
  • What would you change on our website or landing pages before spending on traffic?
  • Which industries do you know well enough to handle their advertising rules? Law firms, clinics, financial services and real estate each have regulators with rules on ad claims.
  • How will you split budget between search, Performance Max, Microsoft Advertising and social, and when would you tell us not to run a channel?

Warning signs

  • Promised results. Nobody controls Google’s auctions or your competitors. Promises of leads, rankings or a fixed return before anyone has seen your account are sales talk.
  • Reports full of clicks and impressions. If enquiries and cost per enquiry are missing, the report is describing activity, not results.
  • No access to your own account. If you cannot log in and see the campaigns, search terms and billing, the account is not really yours.
  • Every client gets the same campaign structure. A plan written before anyone looked at your business is a template.
  • Fees mixed into ad spend. The agency’s management fee and the money paid to Google or Microsoft should appear separately on every invoice.

What drives the cost of PPC management

Two costs sit side by side: the ad spend you pay to Google, Microsoft or Meta, and the agency’s fee for managing it. The fee follows scope: the number of platforms and campaigns, how many landing pages need building or testing, tracking and CRM work, the number of locations or markets and how often you want reporting. Click costs depend on your industry and city; what Google Ads costs covers the spend side, and Google Ads management fees covers how agencies price the work. Compare what each proposal includes before comparing fees.

Google now places ads inside and around AI Overviews and AI Mode, and buyers increasingly ask ChatGPT or Perplexity which agency to hire. Ask any PPC agency how it reports on campaigns that run beside AI answers, and how it keeps your business details consistent across the profiles and lists those tools read.

Next step

Write a one-page brief: what you sell, where you serve, what a lead is worth and what you spend on ads today. Send it to two or three agencies and compare the proposals on the same lines. If you want Canada Create to be one of them, start with our Google Ads agency in Toronto page, or read how to choose a Google Ads agency in Toronto first. Looking for a wider brief? Frequently asked questions

What are the best PPC and Google Ads agencies in Canada?

This guide lists four agencies that passed the same checks, last run on November 4, 2026: Canada Create in Toronto, Keepers Digital and Ollo Metrics in Vancouver, and LGG Media in Ottawa. Each had a strong, well-supported Google rating, no pattern of serious complaints, a clean record and paid search work it delivers itself. Canada Create publishes the guide and is listed first.

Why is Canada Create ranked first on its own list?

Because Canada Create publishes this guide, and listing ourselves first is the publisher's choice, not the result of a test. We say so at the top of the page so you can read our entry with that in mind. Our entry states only facts you can check: Google Partner status, BBB Accredited with an A+ rating and zero complaints, in business since 2008, and Google reviews that are live on our profile. The other three places went to agencies in Vancouver and Ottawa rather than to our Toronto competitors, and the checklist in this guide applies to us exactly as it applies to them.

How were the agencies on this list chosen?

Each needed a Google rating of 4.7 or higher from at least 50 reviews, no pattern of serious complaints in its newest reviews, a clean Better Business Bureau record where one exists, paid search as a core service it delivers itself, and a business address in Vancouver or Ottawa. Agency size and ad spend claims were not used.

What does a PPC agency do?

It plans, builds and manages paid ads such as Google search ads, Performance Max, YouTube, Microsoft Advertising and often Meta ads. Most of the value sits in conversion tracking, keyword themes, weekly negative keywords, ad testing, landing pages and bids set from the value of a lead. See what Google Ads management covers.

What is the difference between a Google Partner and a Google Premier Partner?

Both are Google Partners program badges for agencies that meet Google's requirements for performance, spend and certifications. Premier Partner is the higher tier, given each year to a small share of partner agencies in each country. A badge shows the agency meets Google's program criteria; it does not tell you how your own account will be run, so still ask to see tracking, search terms and reports.

How much does a PPC agency cost in Canada?

There are two costs: the ad spend you pay to Google, Microsoft or Meta, and the agency's management fee. The fee follows scope, such as the number of platforms and campaigns, landing pages, tracking and CRM work, locations and reporting. Ask for a written quote after discovery, and see how agencies price Google Ads management.

Should I hire a PPC agency or run Google Ads myself?

Running a small account yourself can work if you have time to check search terms every week, keep conversion tracking accurate and test landing pages. An agency earns its fee when it lowers your cost per qualified lead or frees enough of your time to matter. Either way, the account should stay in your business's name.

Who should own the Google Ads account?

Your business should own the Google Ads account, Analytics and tag manager, with the agency added as a manager. Ask about ownership in the first meeting and get the answer in writing.

How long does it take for Google Ads to work?

Search campaigns can produce enquiries within days of launch, but the first weeks are spent learning which searches, ads and pages convert. Expect steady adjustments for the first two to three months, and judge results on cost per qualified lead once tracking has enough data.

What should a PPC report show?

Enquiries and cost per enquiry by campaign first, then what changed during the month and why, then supporting numbers such as clicks and impressions. If your sale takes weeks, the report should also show which campaigns produced revenue, which is what marketing attribution is for.

Do I need Microsoft Advertising as well as Google Ads?

Often it is worth testing. Microsoft Advertising reaches searchers on Bing and partner sites, usually at lower volume than Google, and many Google campaigns can be imported to start. Ask your agency to run it as a measured test with its own conversion tracking. See Microsoft Advertising management.
