Targeting, creative, measurement
How we run YouTube advertising
A YouTube advertising agency that ties video to real enquiries
Canada Create is a YouTube advertising agency for businesses across Canada. We plan, produce and manage video campaigns around a clear objective: awareness, consideration, qualified enquiries or sales. Creative and media work together, with Google Ads measurement informing the next script, edit or audience test. Our digital marketing work dates to 2008, and each engagement has an accountable contact and a clear reporting plan.

People go to YouTube to learn how to do things, compare products, watch reviews, follow creators and unwind at the end of the day. That mix gives advertisers something search ads cannot offer on their own: sound, motion, a face and a story, shown to people who may not have typed your service into Google yet. The same reach can waste money quickly when targeting is loose, when the video saves its point for the final seconds, or when success is judged by views alone. This page explains how we run YouTube advertising, which formats suit which goals, what drives the cost, how to judge a YouTube ads agency before you hire one, and how to tell whether YouTube is the right next channel for your business.
Why businesses advertise on YouTube
YouTube can introduce a brand, explain an offer and reconnect with eligible audiences. Different stages may need different videos, campaign types and measures. We adapt the creative and campaign plan to each stage.
Reach people before they search
A useful video can introduce your business before someone actively searches for it. We test whether the message reaches the intended audience and supports later interest, using available response and lift measures.
Targeting built around your audience
Supported campaigns can use Google audience segments, permitted first-party data and contextual controls. Custom segments can draw on searches on Google properties; the available interpretation depends on the campaign and inventory. These are audience signals and controls, not a list of identified people searching for your service.
Early feedback and measured learning
Once assets, access, billing, tracking and approvals are ready, we can submit campaigns for launch. Google’s review and delivery conditions affect timing. Early engagement data may arrive quickly, while qualified sales and reliable comparisons can take longer, depending on audience size and sales cycle.
Measurable from view to sale
Google Ads can connect eligible video interactions to reported leads, calls, bookings and purchases. Click-through, engaged-view and view-through conversions have different definitions. Engaged-view conversions can be included in standard conversion totals, so we separate interaction types and windows rather than describing every reported conversion as a direct click result.
Cost control
You approve the media budget and how it can be adjusted. Auction campaigns can generally be paused, while reservation purchases have their own commitments and cancellation terms. Bidding toward conversions does not mean you pay only when a sale occurs: charging depends on the format and strategy. We set an agreed learning budget and review what the evidence supports.
YouTube ads management: what our team handles
YouTube ads management is the ongoing work of planning, launching, watching and improving video campaigns. The initial campaign is a hypothesis to test against agreed goals. Here is what our management covers from the first call onward.
Discovery and research
We start with a free review of your goals, customers, existing videos, YouTube channel, Google Ads account, tracking and website. We look at what your competitors are running, which searches your buyers make, and which audiences already convert for you in search. The output is a custom proposal with one clear objective per campaign.
Account and tracking setup
YouTube ads are managed through Google Ads. We can link your business-controlled channel, set access and billing responsibilities, and test the measurement required for the campaign. Channel linking enables supported audience and reporting features, subject to permissions and eligibility. Your business retains account control; Google determines the available audience data and exports.
Creative planning and production
Scripts, shot lists, shoots and edits follow the goal, agreed deliverables and supported formats. We can edit existing footage, film new material or use approved AI-assisted production. AI assistance is combined with human review, editorial judgement and applied expertise; talent, footage, music, voice and likeness permissions are checked, and you approve final assets before publication.
Launch, testing and scaling
Campaigns begin with an approved budget and a testable audience and creative plan. We review results over an appropriate period, investigate weak performance and recommend changes. Scaling follows the agreed measures, operating capacity and budget approval.
Remarketing and reporting
Where permitted, supported viewer or visitor audiences can receive follow-up creative that answers questions and invites action. Each month you receive a plain report of what happened, what it cost, what we learned and what we will change next, with your approval before any major change.
Video ad formats and where they fit
Google offers several ways to place video ads on YouTube and across its video partners. We choose the format around the message, buying model, audience and campaign objective.
Skippable in-stream ads
Skippable in-stream ads allow skipping after five seconds. With cost-per-view bidding, billing generally occurs at 30 seconds, completion of a shorter video or an interaction, whichever comes first. Other strategies charge by impressions. We make the opening clear and test whether the format supports the campaign goal.
Non-skippable in-stream ads
Non-skippable formats prevent use of a skip button; they do not guarantee attention or completion if a viewer leaves. Supported lengths vary by campaign subtype and inventory, currently up to 60 seconds. They are bought for reach with impression-based charging, so the message needs to work within the selected format.
Bumper ads
Six-second non-skippable bumpers carry one idea: a reminder, a launch date, a line that sticks. They can run on their own or alongside longer videos to introduce or reinforce a message.
In-feed video ads
In-feed video ads appear in supported YouTube discovery surfaces and invite people to watch. Some formats can autoplay, so a reported view is not always a deliberate click. We choose explainers, demonstrations or shorter creative according to the campaign and check its specific charging and view definitions.
YouTube Shorts ads
Ads between Shorts are vertical, fast and usually watched on a phone. They must feel native to the feed: a person talking to camera, quick cuts, captions that carry the message without sound, and a clear action at the end.
Video partner and outstream placements
Some campaigns extend beyond YouTube through Google video partners on websites and apps. Inventory can include in-stream, in-feed, in-article and in-app experiences, depending on the format and settings. We compare partner reach, placement quality and cost with YouTube delivery.
Masthead ads
Masthead advertising occupies a prominent YouTube home-feed position and is available through reservation arrangements. We assess its pricing, audience, availability and commitment against the launch objective before recommending it; a reservation requires its own approved media terms.
Demand Gen for action-focused video
Google states that Video Action Campaigns were upgraded to Demand Gen by May 2026. Demand Gen can combine YouTube with other eligible Google surfaces, with channel controls available for a more focused plan. The plan identifies the selected inventory, audience settings and measurement, with YouTube performance distinguished from other surfaces.
What happened to overlay ads
YouTube retired overlay ads, so they are not a current format to include in a new media plan. In-feed, in-stream and other supported formats have their own placements and objectives rather than being direct replacements for the old overlay.
Choosing formats for your goal
An enquiry campaign may use Demand Gen video and permitted audience options; an awareness campaign may use Video Reach, bumpers or Shorts. Product demonstrations and customer stories can serve consideration goals. We choose formats from the offer, policy category, available measurement and budget, then evaluate them against the intended outcome.
Targeting the right viewers
We compare audience and content controls supported by the chosen campaign. These may include interests, permitted custom segments, first-party audiences, locations and languages, with contextual options where available. Settings and exclusions are not interchangeable across campaign types. Location targeting is based on signals and cannot guarantee that every viewer is physically inside the selected area.
We choose starting audiences from the offer, existing evidence and policy category. Expansion settings are reviewed explicitly, since automation may reach beyond supplied audience signals. Search terms and competitor URLs are inputs to supported custom segments, not exact lists of searchers or competitor customers.
Audiences from your own data
Permitted first-party customer data and supported website or channel interactions can inform remarketing, exclusions or prospecting. We check collection rights, disclosures, required consent, account eligibility, matching limits and sensitive-category restrictions before use. A contact record or a video view does not automatically create an eligible ad audience.
Brand safety and placement control
We use the suitability controls, exclusions and placement reports available for the campaign, including measures to reduce unsuitable child-directed inventory for adult offers. These tools reduce risk but do not guarantee every placement. Health, finance, housing, employment and other restricted offers need their specific audience and inventory rules checked; broad targeting alone does not resolve every restriction.
Creative that holds attention
Effective creative needs a clear message, a recognizable brand and a useful next step. We test openings, demonstrations, testimonials used with permission and different production styles. The production approach follows the message and budget, with simpler and more polished versions tested where useful.
We plan creative around the goal and audience, write scripts, and produce the videos with our in-house video production company team, or edit footage you already have. For each campaign we cut several versions with different openings, lengths and calls to action so testing can show which performs best. Captions are added because many people watch without sound, and vertical versions are made for Shorts.
Video length and structure
Length follows the format and the message. Bumpers carry a brief idea; skippable ads can test concise openings and longer explanations; in-feed creative can support a demonstration or customer story. We check current specifications and use retention and outcome data to decide which lengths to develop further.
The first five seconds
The opening should establish a useful reason to watch before a skippable viewer can leave. We can test different openings while holding the rest of the video steady. The choice depends on the message and audience; sensitive personal circumstances must not be implied in the script.
Creative refresh
We review reach, frequency, engagement and business outcomes for signs of fatigue. Refreshes and testing cadence are scoped around production needs and budget. Test results inform the next production round.

Remarketing and video sequences
Eligible visitor or viewer audiences can receive a sequence introducing the business, answering common questions and inviting an action. Supported sequencing and exclusion features vary by campaign. Manual frequency caps are not available in Demand Gen, and customer exclusions depend on available matching. We monitor exposure and choose the controls the actual campaign supports.
Video, display and search follow-up can be planned together when each has a useful role. Our remarketing ads service covers banners and responsive display ads across Google’s network, and we plan both together so a viewer sees one consistent story rather than a scatter of unrelated messages. Remarketing is reported separately so existing-audience performance is not confused with new-customer acquisition.

YouTube and Google search working together
YouTube can introduce and explain an offer while search campaigns respond to active demand. We review their combined results and share eligible signals where supported, looking for useful changes in demand and qualified response. Our Google Ads management covers the search side.
Measuring the influence clicks miss
A person may see a video on one device and later visit through another route, leaving gaps in recorded attribution. Branded searches and direct traffic are useful context, but changes can have other causes. Where eligible, Brand Lift, Search Lift or conversion-lift studies can test particular effects. Before-and-after or geographic comparisons need controls for seasonality and other activity; they are not automatic proof of video’s impact.
Measuring YouTube advertising
We define measures around the objective: reach and valid engagement for awareness, relevant visits and content response for consideration, and qualified enquiries or sales for acquisition. TrueView views, public YouTube views and engaged-view conversions are different metrics. We identify the denominator and reporting window when comparing rates, and assess acquisition cost against contribution rather than total sales revenue.
CS+ or another CRM can connect eligible enquiries with later outcomes. Standard offline conversion imports use supported click identifiers; enhanced conversions use hashed first-party contact details and additional customer-data rules. We document permitted events, consent or disclosure requirements, matching gaps and exclusions. Sensitive records and prohibited events stay in internal reporting; hashing does not make them anonymous. Reports separate observed, attributed and estimated results.
Your YouTube channel and creators
A clear channel gives interested viewers somewhere useful to learn more. We can improve banners, descriptions, playlists, thumbnails, website links and a library of introductions, explainers and customer stories. Titles and descriptions support discovery, which we monitor separately from paid delivery. We test whether existing content can be adapted into effective ads.
Creators and partnerships
Creators whose audiences fit your customers can help explain an offer in their own voice. Material connections, including payment or free products, need clear disclosure, and claims need appropriate support. We can scope shortlisting, written usage rights and measurement alongside paid campaigns. Reuse as ad creative depends on the agreement, platform rules and relevant permissions.
Rules for video advertising in Canada
Video claims need adequate support, and advertised prices must not hide mandatory non-governmental fees. Environmental claims require the testing or substantiation applicable to the claim. Regulated services need the client’s qualified review, and platform policies also apply. Quebec prohibits commercial advertising directed at children under 13; Google has additional protections for children and teens. Quebec campaigns also need an assessment of French-language requirements for the ads and destination. We implement approved creative and targeting requirements; we do not provide legal advice or a regulatory compliance review.
Landing pages for video viewers
People who click from a YouTube ad arrive in a different frame of mind from searchers. They were watching something else, saw your video and became curious. The page they land on should continue the story the video started, load quickly on a phone, repeat the key message, show the offer or next step without scrolling and make it easy to act. A home page can work when it clearly answers the ad’s promise; a dedicated page is useful when the offer needs a more focused route. We review your landing pages, recommend changes and build dedicated pages for major campaigns where needed, then test whether the changes improve qualified response.
How much it costs to get an ad on YouTube
Auction costs vary with the inventory, audience, bid strategy, competition and ad quality. Reservation placements follow their quoted buying terms. Good engagement alone does not guarantee cheaper delivery. The proposal identifies the media-buying route, budget, management and production costs, and any commitments before you approve them.
The full cost of a YouTube program has three parts, and we keep them separate in every proposal:
- Ad spend: your budget, paid to Google, set by your goals and the size of the audience.
- Setup and management: quoted in writing, driven by the number of campaigns, audiences and formats, the tracking work needed, how often creative is refreshed and the depth of reporting.
- Video production: quoted in writing, driven by the number of videos and versions, whether we film or edit existing footage, locations, talent, motion graphics and vertical cuts.
We recommend a starting budget in the proposal based on your goal and audience size, and we concentrate it on the most promising audiences rather than spreading it thinly. Every budget change is agreed with you.
What the media budget is buying
View-based, impression-based and conversion-focused plans answer different questions. We show the buying model, expected reach or learning objective, and the evidence needed before increasing spend. Creator earnings per view are not the advertiser’s cost per view, and neither number establishes the cost of a qualified customer. For acquisition, the useful comparison includes media, production and management costs against additional customer contribution.
How to choose a YouTube ads agency
Agency lists and ranking sites are a starting point, and discussion threads on Reddit can show what owners have experienced, but the real test is how an agency answers a few direct questions:
- Who controls the account and rights? Confirm business control of the Google Ads account and channel, agency access, ownership of paid final deliverables and the scope of music, footage, talent and third-party licences.
- How is success measured? Look for leads, calls and sales tied to cost, not views alone.
- Who makes the videos? An agency that plans media and creative together can test and improve faster.
- How is ad spend handled? Spend should be paid to Google directly and shown separately from management fees.
- What happens in month two? Ask for the testing plan, not only the launch plan.
Agency or in-house hire
Compare the workload, skills, continuity and total costs of an internal team, an agency or a hybrid arrangement. We can provide media, creative and technical support around the capabilities you already have. A future handover is planned through the Agreement, with account access, documentation and asset rights identified.
Common YouTube advertising mistakes
We see the same problems in many accounts. Television commercials uploaded unchanged, with the brand and message saved for the end when most viewers have already skipped. One long video used for every placement instead of versions made for each format. Targeting so broad that budgets reach people with no interest in the category, or so narrow that campaigns cannot deliver. Ads running on children’s content or unsuitable channels because placements were never reviewed. Success judged by views alone. Conversion tracking that was never tested. And no connection between YouTube and search results, so the real value of video is never seen. Each of these is avoidable with a clear plan and regular review.

Guides for advertisers
Is YouTube advertising right for your business?
YouTube may fit when video can clearly demonstrate a product, explain a service or introduce credible people and customer stories. We assess the objective, creative, destination, permissions and budget needed to learn. Search performance is useful context, but profitable search campaigns are not a prerequisite for every awareness or product-launch program. A free review helps decide whether YouTube has a worthwhile role now or whether another priority comes first.

YouTube advertising agency: common questions
What types of YouTube ads can a business run?
Businesses can run skippable in-stream ads before or during videos, non-skippable in-stream ads, short bumper ads, in-feed video ads that appear in search results and recommendations, and vertical ads between YouTube Shorts. Many campaigns now combine these through Video and Demand Gen campaigns in Google Ads. The right YouTube ads format depends on whether you want awareness, consideration or direct enquiries.
Can I advertise on YouTube without a YouTube channel?
You need a YouTube channel to host your video ads, because YouTube ads play videos uploaded to YouTube. The channel does not need to be active or have subscribers; it can simply hold your ad videos, set to public or unlisted. Your business should own the channel and link it to your Google Ads account, so you keep your videos, audiences and data if you ever change providers.
Do YouTube Shorts ads work for small businesses?
They can. YouTube Shorts ads appear between short vertical videos, so they suit quick, simple messages, product demos and offers filmed in a natural style. Small businesses can often produce them from existing footage or a short phone shoot. Results depend on clear creative, sensible targeting and tracking that connects views to website visits, calls or sales, which we set up before any budget is spent on YouTube ads.
How do I target people in my city with YouTube ads?
In Google Ads, you can target YouTube ads by location, such as a city, a radius around an address or a province, and choose whether to reach people located there or people showing interest in the area. You can then layer audiences, such as people searching for your services, your website visitors or customer lists. For local businesses, tight location targeting keeps YouTube ads in front of viewers you can actually serve.
What does a YouTube advertising agency do?
It plans campaigns, sets up tracking, targets the right audiences, produces or edits the videos, manages bids and budgets, runs remarketing and reports results. Canada Create handles media and creative with one team.
How much does it cost to get an ad on YouTube?
Auction prices depend on inventory, audience, bidding, competition and ad quality; reservation placements have quoted terms. We separate media, management and production costs before you approve the budget.
How is YouTube ads management priced?
Setup and monthly management are quoted in writing after a free review. The drivers are the number of campaigns and formats, tracking work, how often creative is refreshed and the depth of reporting.
Do we need professional video to advertise on YouTube?
Not always. We can edit suitable existing footage, film new material or scope approved AI-assisted production with human review. The right approach depends on the message, rights, formats and budget, rather than an assumption that simpler or more expensive video always wins.
How long should a YouTube ad be?
Length depends on the supported format and the message. Bumpers carry a brief idea, skippable ads need a clear opening, and in-feed videos can support longer explanations. We test retention and outcomes rather than use one duration for every campaign.
Can video ads on YouTube work for a local business?
They can. We select eligible location and audience settings, relevant creative and a useful destination, then measure qualified response. Location signals are imperfect, and regulated offers may limit targeting options.
How do you measure YouTube advertising results?
We match measures to awareness, consideration or acquisition goals, distinguish TrueView views from public views and conversions, and separate click-through, engaged-view and view-through attribution. Qualified sales are assessed against costs and contribution.
Where will our ads appear, and are they brand safe?
Placement depends on the format, campaign and channel settings. Some include Google video partners or other Demand Gen surfaces. We use available suitability controls, exclusions and reporting to reduce risk, without promising every placement.
Who owns the ad account, channel and videos?
Your business retains control of its Google Ads account and YouTube channel. Google controls platform data access and exports.
